CoCoRaHS (The Community Collaborative Rain, Hail and Snow Network) is a citizen science program where thousands of volunteers across the entire country measure and report the amount of precipitation that falls each day in their own neighborhood (see http:www.cocorahs.org). In the next three years CoCoRaHS will use strategies from the "Citizen Science Toolkit" and align activities to the "Essential Principles to Climate Science" to engage thousands more participants in collecting, reporting and exploring precipitation. Evapotranspiration measurements will be added to better teach and demonstrate the hydrologic cycle in action. Through strong NOAA partnerships with the National Weather Service, the National Climatic Data Center, the Earth Systems Research Lab and the National Operational Hydrologic Remote Sensing Center, precipitation data quality and accessibility for professional users will be enhanced. The CoCoRaHS network will be constructing training, data entry and visualization tools utilizing Web 2.0 concepts, cyberlearning tools and hand-held device applications with a goal of increasing participation and expanding the current volunteer network into broader, younger, more diverse and more interactive audiences.
Over the past ten years, investments in infrastructure for informal STEM education and science communication have resulted in significant growth in the number and variety of resources and depth of expertise available to members of the STEM research community wishing to develop outreach, engagement and broader impacts activities. The Citizen Science Central site developed by CLO clearly meets its goal of providing guidance and resources to individuals and organizations engaged in, or interested in undertaking, citizen science, volunteer monitoring, or participatory action research initiatives. Citizen science projects engage members of the general public in professionally directed research and participatory action research projects that investigate local environmental issues. The Cornell University - Laboratory of Ornithology is requesting funding to support a national conference and the development of a web-based Citizen Science Toolkit to inform these programs. The Toolkit will provide a framework for scientists and educators to develop, implement and evaluate independent citizen science projects. Deliverables include an invitational conference where best practices will be identified, in addition to the electronic toolkit that will include a Citizen Science Manual and instruments for assessing the effectiveness of projects. A virtual community of educators that develop and implement citizen science projects in a variety of STEM areas will be created. It is anticipated this work will improve the quality of citizen science projects across the country.
