The goal of FLIP (Diversifying Future Leadership in the Professoriate), an NSF INCLUDES Design and Development Launch Pilot, is to address the broadening participation challenge of increasing the diversity of the future leadership in the professoriate in computing at research universities as a way to achieve diversity across the field. According to the 2016 CRA Taulbee Survey, only 4.3% of the tenure-track faculty at PhD-granting universities are from underrepresented minorities. This challenge is important to address because diverse faculty contributes to academia in the following critical ways: serve as excellent role models for a diverse study body, bring diverse backgrounds to the student programs and policies developed by the department, and bring diverse perspectives to the research projects and programs. Further, the focus is on research universities, because in practice, key national leadership roles, such as serving on national committees that impact thefield of computing, often come from research universities.
The shared purpose and broad vision of the FLIP launch pilot is to increase faculty diversity in computing at research universities by increasing the diversity of PhD graduates from the top producers of computing faculty. The focus is on four underrepresented groups in computing: African Americans; Hispanics; Native Americans and indigenous peoples; and Persons with Disabilities. The long-term goal is to pursue this vision through strategic partnerships with those institutions that are the top producers of computing faculty and organizations that focus on diverse students in STEM, as well as partnerships that collectively adopt proven strategies for recruiting, graduating, and preparing a diverse set of doctoral students for academic careers. The purpose of the pilot is to establish a unified approach across the different partners that will build upon proven strategies to develop novel practices for increasing the diversity of the PhD graduates from key institutions, thereby increasing the faculty diversity in computing at research universities. For the pilot, FLIP will focus on recruitment and admissions and professional development for current PhD students.

This NSF INCUDES Design and Development Launch Pilot will increase the recruitment, retention, and matriculation of racial and ethnic minorities in STEM Ph.D. programs contributing to hazards and disaster research. Increasing STEM focused minorities on hazards mitigation, and disaster research areas will benefit society and contribute to the achievements of specific, desired societal outcomes following disasters. The Minority SURGE Capacity in Disasters (SURGE) launch pilot will provide the empirical research to identify substantial ways to increase the underrepresentation of minorities in STEM disciplines interested in hazards mitigation and disaster research. Increasing the involvement of qualified minorities will help solve the broader vulnerability concerns in these communities and help advance the body of knowledge through the diversity of thought and creative problem solving in scholarship and practice. Utilizing workshops and a multifaceted mentorship program SURGE creates a new model that addresses the diversity concerns in both STEM and disaster fields, and make American communities more resilient following natural disasters. This project will be of interest to policymakers, educators and the general public.
The Minority SURGE Capacity in Disasters (SURGE) NSF INCLUDES Design and Development Launch Pilot will enhance the social capital of racial and ethnic minority communities by increasing their networks, connections, and access to disaster management decision-making among members of their community from STEM fields. The four-fold goals of SURGE are to: (1) increase the number of minority graduate researchers in STEM fields with a disaster focus; (2) develop and guide well-trained, qualified disaster scholars from STEM fields; (3) provide academic and professional mentorship for next generation minority STEM scholars in hazards mitigation and disaster research; and (4) develop professional and research opportunities that involve outreach and problem solving for vulnerable communities in the U.S. The SURGE project is organized as a lead-organization network through the University of Nebraska at Omaha and includes community partners. As a pilot project, SURGE participation is limited to graduate students from research-intensive universities across the country. Each student will attend workshops and training programs developed by the project leads. SURGE investigators will conduct project evaluation and assessment of their workshops, training, and mentorship projects. Results from evaluations and assessments will be presented at STEM and disaster-related conferences and published in peer-reviewed academic journals.

This NSF INCLUDES Design and Development Launch Pilot is to expand the Navajo Nation Math Circle model to other sites, and to develop and launch a network of math circles based on the NNMC model. The Navajo Nation Math Circle model is a novel approach to broadening the participation of indigenous peoples in mathematics that, ultimately, seeks to improve American Indian students' attitudes towards mathematics, persistence with challenging problems, and grades in math courses. Navajo Nation Math Circles bring teachers, students, and mathematicians together to work collaboratively on challenging, but meaningful and fun, math problems. Through this NSF INCLUDES project, additional math circles across the Navajo Nation will be launched and a mirror site in Washington State serving additional tribes (such as Puyallup, Muckleshoot, Tulalip, and Stillaguamish) will be established.
Originating approximately a century ago in Eastern Europe as a means to engage students in mathematical thinking, math circles bring teachers, students, and math professionals together to work collaboratively on challenging, but relevant and interesting, math problems. Navajo Nation Math Circles, established math circles in various Navajo Nation communities, are the foundation of this INCLUDES project. One goal of this effort is to launch a network with the capacity to support the replication and adaption of math circles in multiple sites as an innovative strategy for encouraging indigenous math engagement through culturally enriched open-ended group math explorations. In addition, the Navajo Nation Math Circle model will be expanded to new math circles in the Navajo Nation, as well as in Washington State to serve additional tribes. Cells in the network will implement key elements of the Navajo Nation Math Circle model, adapting them to their particular contexts. Such elements include facilitation of open-ended group math explorations, incorporating indigenous knowledge systems; a Mathematical Visitor Program sending mathematicians to schools to work with students and their teachers; inclusion of mathematics in public festivals to increase community mathematical awareness; a two-week summer math camp for students; and teacher development opportunities ranging from workshops to immersion experiences to a mentoring program pairing teachers with mathematicians.

The National Alliance for Partnerships in Equity Education Foundation (NAPE) will partner with a diverse group of organizations from six states (CO, ID, NM, NV, UT, and WY) to form the Intermountain STEM (IM STEM) project, an NSF INCLUDES Design and Development Launch Pilot project focused on the goal of increasing the participation and closing achievement gaps in STEM education, including career and technical education. These organizations whose programs impact the formal STEM education system include: Departments of Education; Higher Education agencies; governor supported STEM Action Centers; universities; secondary school districts; community colleges; Department of Energy National Labs; businesses, non-profits and others. The partners in this effort will identify effective practices focused on the common set of objectives and create a model to bring them to scale by employing a collective impact approach. Through the project, the participating organizations will create a common agenda, identify shared metrics, implement mutually reinforcing activities, and maintain continuous communication. This effort addresses directly the lack of diversity of the STEM workforce; a societal challenge of significant magnitude because of its impact on innovation, national security, environmental safety, and income inequality in the US. The IM STEM?s mission to increase the diversity of students who are successful in STEM education will create a more STEM literate society, ensure the contributions of a diverse STEM workforce, and level the playing field for entrance into high wage STEM careers.
The capacity of IM STEM to bring large well-resourced organizations to bear on the broadening participation challenges in STEM will advance the knowledge of how creative social innovations, like collective impact, can create transformative institutional and cultural change. The collection, evaluation and scaling of effective research-based solutions to close equity gaps in STEM will advance inclusion in STEM. Initially, the IM STEM project will pilot the scaling of NAPE's professional development (PD) programs - Program Improvement Process for Equity and Micromessaging to Reach and Teach Every Student - that have proven to impact equity gaps in STEM and career and technical education (CTE). The six participating states are interested in scaling their current small scale implementation of NAPE's PD programs and will also incorporate selected emerging practices. This design and development launch pilot will provide the vehicle for identifying support mechanisms for scaling of the PD and the identification of additional scaling opportunities with other effective practices of the participating partners. These efforts have the potential to develop a model for expansion to other states wanting to scale effective practices.

The University of Guam (UOG) NSF INCLUDES Launch Pilot project, GROWING STEM, addresses the grand challenge of increasing Native Pacific Islander representation in the nation's STEM enterprise, particularly in environmental sciences. The project addresses culturally-relevant and place-based research as the framework to attract, engage, and retain Native Pacific Islander students in STEM disciplines. The full science, technology, engineering and mathematics (STEM) pathway will be addressed from K-12 to graduate studies with partnerships that include the Guam Department of Education, Humatak Community Foundation, Pacific Post-Secondary Education Council, the Guam Science and Discovery Society, the Society for the Advancement of Chicanos/Hispanics and Native Americans in Science (SACNAS) and the University of Alaska-Fairbaanks. As the project progresses, the project anticipates further partnerships with the current NSF INCLUDES Launch Pilot project at the University of the Virgin Islands.
Pilot activities include summer internships for high school students, undergraduate and graduate research opportunities through UOG's Plant Nursery and the Humatak Community Foundation Heritage House. STEM professional development activities will be offered through conference participation and student research presentations in venues such as the Guam Science and Discovery Society's Guam Island-wide Science Fair and SACNAS. Faculty will be recruited to develop a mentoring protocol for the project participants. Community outreach and extension services will expand public understanding in environmental sciences from the GROW STEM project. Project metrics will include monitoring the diversity of partners, increases in community engagement, Native Pacific Islander participation in STEM activities, the number of students who desire to attain terminal STEM degrees and the number of community members reached by pilot STEM extension and outreach activities. Dissemination of the GROWING STEM pilot project results will occur through the NSF INCLUDES National Network, partner annual conferences, and local, regional and national STEM conferences.

Aligning for Impact: Computer Science Pathways Across Contexts [CS-PAC] is an NSF INCLUDES Design and Development Launch Pilot. It broadens participation of students who are underrepresented in computer science by using the convening and policy-making power of the Georgia State Department of Education to coalesce school district leaders to implement K-12 computer science education. The project provides a national model for how to work toward systemic change. With the State Department of Education's coordination, several school districts will collaboratively seek improvements in their own student participation rates. The coordination of data reporting and analysis, resources, communications, and policy promote more equitable participation in computer science education. Research emerging from this project informs other states about how to collaboratively shape computer science education policy and policy implementation.
Using a Collective Impact approach to systemic change, the project creates sustainable institutional change at the community, state, and national levels. Qualitative and quantitative data provide descriptions about how to utilize alignment strategies within Collective Impact in three different contexts: rural, suburban, and urban. Outcomes utilize a regression discontinuity analysis to justify successful implementation as well as qualitative analysis of implementation efforts that were deemed most effective by all stakeholders. The project outputs directly affect over 88,000 students across five districts and indirectly affect over 1.7 million in Georgia alone. The culminating project goal is the development of a coherent framework for aligning K-12 computer science education pathways.

This is a project to offer the Forum on Inclusive STEMM Entrepreneurship (FISE), a novel effort to broaden the participation of underrepresented minority women in STEMM entrepreneurship and to enhance the diversity of the science and engineering workforce. Through a convening of educators, entrepreneurs, aspiring entrepreneurs, industry leaders, investors and policy experts, entrepreneurial education thought leaders, and intersectionality scholars the PI proposes to use this conference as a platform for building capacity in the preparation and development of future entrepreneurs from underrepresented groups. The PI also seeks to contribute to the emerging field of research that bridges tech entrepreneurship and education policy.
The proposed forum has the potential to advance knowledge in the field of entrepreneurship education and engineering education. Given the dearth of research-based interventions to broaden participation in tech entrepreneurship, this conference offers an opportunity for participants to contribute to the leading edge of research and interventions in this field.
The convening and associated activities will leverage the social capital of knowledgeable experts in the academy and industry, investors, entrepreneurs and aspiring entrepreneurs to address critical needs of the nation that relate to enhanced global competitiveness, an improved national economy, and the participation of underrepresented cohorts in entrepreneurship and commercialization.

The NSF INCLUDES program supports models, networks, partnerships and research to ensure the broadening participation in STEM of women, members of racial and ethnic groups that have been historically underrepresented, persons of low socio-economic status, and people with disabilities.
The Algebra Project, in partnership with the Young People's Project, will convene a conference on inclusion in science, technology, engineering and mathematics(STEM) higher education in support of the National Science Foundation's Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES) initiative. The conference will examine a critical question: What roles and structures are needed for a mini-backbone organization in order to scale a "bottom up" model of social change into an organized, full scale collective impact model? Additionally, the conference will develop participants' capacity to link action on the various design challenges, and backbone structures, to future actions that meet the needs of a potential Alliance on this Broadening Participation Challenge and others facing similar challenges.
Five pre-conference design teams will focus on key components to improve education of students from underrepresented and disadvantaged populations over a four-month period prior to the convening of the stakeholders in St. Louis, Missouri in 2017.
This report presents the findings from the summative evaluation of the Multi-Site Public Engagement with Science project (MSPES), funded by an NSF AISL award. MSPES aimed to bring together public audiences and professional scientists through “Building with Biology” programming - public events and forums centered on the topic of synthetic biology. The goal was to promote meaningful, two-way dialogs around this area of science, which is rapidly advancing and raising interesting social and ethical questions. This article discusses the Youth in Science Action Club (SAC), which uses citizen science to investigate nature, document their discoveries, share data with the scientific community, and design strategies to protect the planet.
