The National Research Council, through its Board on Science Education, will carry out a synthesis study of informal science learning based on a workshop funded by a prior NSF planning grant. The intellectual merit of this project is based on the formation of a committee of experts representative of the diversity of the field who will engage in a fact-finding process on learning science in informal settings, deliberate about the evidence and produce a major report that will be published by the National Academies Press. The study will describe the status of knowledge in the field currently, articulate a common framework for the next generation of research on informal science learning and provide guidance to the community of practice. By presenting what we know about the characteristics of effective informal science learning environments across a range of outcome measures, the study will achieve broader impacts by assisting practitioners, policymakers and researchers in directing their efforts towards realizing the potential of informal science education for advancing public science literacy.
Pulse of the Planet children's science challenge includes 150 radio programs which focus on the interaction between a select group of scientists and youths 8-11, who have been chosen from a nationwide Science Challenge which encourages children to submit questions and potential experiments to scientists. Project partners include a variety of businesses (e.g., sports manufacturers such as K2), media (e.g., internet social networks such as imbee.com, TIME for Kids, Dragonfly TV, and Hispanic Communications Network) and educational partnerships (e.g. Community Science Workshops and the National Science Teacher's Association.) Underserved participants will be reached through Celebra la Ciencia science outreach programs.
The project includes a simulation based Family Learning Program to be administered through the International Challenger Learning Center (CLC) network. The goal is to develop families' skills in learning as a team through science, math and technology (SMT) in an environment where parents and children are co-travelers in a world of ideas. PACCT is disseminated through ten of the Challenger Learning Centers reaching 22,000 families nationwide. Many of these activities are completed in the home at no cost to the anticipated 12,500 participating families. Through this network of centers, all types of communities are served in many states. The activities include Sim-U-Voyages, where family teams work at home; Sim-U-Challenges, where families create a physical model responding to a challenge; Sim-U-Visits, where families hear from scientists and work as scientists in a team solving a problem; and Sim-U-Ventures, which result in flying a mission. Cost sharing is 8%.
The University of Pittsburgh Center for Learning in Out-of-School Environments (UPCLOSE) proposes to redevelop its web-site, http://www.informalscience.org, which has become the primary online resource for researchers and practitioners dedicated to dissemination and development of knowledge about informal science and learning. The redesigned site will include more multimedia elements, an expanded research database and an improved search function. The site will be expanded by adding a quarterly Informal Learning Research newsletter (with the American Educational Research Association), conference reporting, interview articles, monthly evaluation tools and tips articles, Informal Science in the News clipping service, Research Toolkit and a listserv. It also will include digitized resources of the Visitor Studies Association. This web-site will support the continued creation of a cumulative body of empirical research and improve connections between research and practice. In so doing, it will foster the continued development of a community of practice in informal STEM education. This project will significantly enhance a major element of the infrastructure for this field.
In this Communicating Research to Public Audiences project, the University of Colorado at Boulder -- in partnership with the University of Colorado Museum of Natural History, the City of Boulder Open Space and Mountain Parks, and the CU-Boulder Office of Diversity, Equity and Community Engagement -- is building on the work they have done via their NSF research award, A Meta-Design Framework for Participative Software Systems, in which they have been developing participative software systems (PPS) and applications of the framework. Community of Soundscapes will employ newly developed mobile computing and collaborative mapping technology in programs that help users gain greater insights and stake into the shared environment in which they live and visit. Sound Camera, a digital recording device outfitted with GPS mapping software, allows users to collect audio clips of their sonic experiences as they explore their cities, parks and other environments and upload them online onto a digital map through a Web 2.0 application. They can then compose, annotate, and share soundscapes of the places where the sounds were recorded. A Web site will be developed to expand the project's reach to audiences not in the Boulder programs. Professional development training will be provided for collaborators and through the Colorado Alliance for Environmental Education. The educational goals are to promote literacy of PSS and engage the public in personally meaningful activities that benefit environmental education (cognitive goal) and expand environmental awareness (affective goal). The project work and its evaluation processes (by Wells Resources, Inc.) are intended to advance the field of informal science education with respect to PSS and to study how these new technologies might affect shifts in the kinds of experiences various audiences prefer to have.

The Adult Literacy Media Alliance (ALMA), producer of TV411 and the NSF-funded Think Math, will undertake a planning process for the development of a ten part series, TV411 Cook Smart, which will incorporate lessons in math, biochemical and physical processes into a cooking show format. The television series is geared towards low-literate adults and builds on ALMA's prior experience in producing science/math-based programming. The deliverables include a standards-based curriculum outline for the series; outreach and training plans with the project's broadcast partner, Kentucky Educational Television; development of strategic partnerships with community organizations, including Head Start programs and Neighborhood Networks National Consortium; and evaluation strategies to study the impact of the TV411 Cook Smart on adult learners.
The Liberty Science Center (LSC) will develop "Science Now, Science Everywhere (SNSE)," a three-year project using mobile phones to expand exhibit learning at three LSC exhibits. Goals of the project include conducting intensive research on the capabilities of mobile phones for exhibit learning; developing methods with mobile technology to sustain and expand informal learning beyond the science center; investigating the effectiveness of mobile learning, as a means to engage wider audiences and underrepresented groups in science learning; and inspire new generations of technology users to participate in informal science learning. "SNSE" research will greatly expand upon limited findings on pedagogical and technological issues associated with mobile learning. Results will be disseminated to the field at professional conferences, via the project's website, and at the Association of Science and Technology Centers' RAP Sessions at the Liberty Science Center. An online resource and planned symposia for ISE professionals will be hosted by LSC on the "SNSE" process with review of the research and guidance on how to utilize project prototypes. Collaborators include Caterpillar Mobile, the Center for Mobile Communication Studies at Rutgers University, the Institute for Learning Innovation, and Verizon Communications.
The Department of Geological Sciences at Rutgers, in collaboration with the Liberty Science Center, the New York State Museum, Palisades Interstate Park Commission, Appalachian Trail Conference, and ABS-Capital Cities, Inc., has a planning grant to develop a universal model that will encourage science education in conjunction with outdoor recreational activities in wilderness parks near urban centers. The initial effort will focus on the Harriman and Bear Mountain State Parks and the Sterling Forest lands, all near New York City. Current plans for the full project include development of: 1) an illustrated guidebook describing the features chosen as "exhibits" at the sites, 2) a map showing locations of the "exhibits", 3) plaques marking the features of the exhibits, 4) proposals for new trails to access outstanding botanical and geological features, 5) a web site with virtual reality filed trips of the sites chosen, 6) museum displays and media programs at Liberty Science Center, the New York State Museum, and other sites, 7) regular field trips from Liberty Science Center, New York State Museum, and Bear Mountain Trailside Museum, 8) workshops for high school teachers, and 9) special project to get more public use of the park resources. During the planning stage the project will gather data on public interest, determine the most effective means of dissemination, identify and contact other organizations and scientist that could contribute to the full project, and develop a coordination plan and schedule for this complex project. Small examples and/or written descriptions of the web-site, the guidebook stops, museum displays, and field trips will also be produced in the planning phase.
The American Society for Microbiology (ASM), in association with Baker & Simon Associates, The National Association of Biology Teachers, and Oregon Public Broadcasting is developing a comprehension educational project to inform the public about the microbial world and the pivotal roles that microorganism play in the life of the planet. The Executive Producer for the television series is Peter Baker who recently headed production of The Astronomers and has produced numerous television series for PBS and for the BBC. Barry Marrs of Recombinant BioCatallysis, Inc., and former Director of Life Sciences for Central Research and Development of the E.I. duPont de Nemours and Company will be the Science Advisory Team Leader and will be the liaison between the Science Advisory Panel and the production staff. The Project Jason Museum Network, comprising a group of some 10 science museums throughout the United States and represented in this proposal by the Franklin Institute, requests partial support of a major experiment in the use of electronic field trips organized by Dr. Robert Ballard and associates at the Woods Hole Oceanographic Institute. Over a two week period in May 1989, a series of satellite television transmissions will provide more than 150,000 students at some dozen museums with live, two way interactive TV coverage of a significant underwater archaeological expedition in the central Mediterranean Sea carried out by Dr. Ballard's group. The research expedition will be widely publicized, with public interest and attention similar to that obtained during his explorations of the Titanic. A variety of archaelological, oceanographic, and technological programs will be provided to museums through a Project Jason Satellite Network established for the purpose; participating schools, teachers and school children will already be familiar with the project and its methods through curriculum materials developed by NSTA with support from NSF's Instructional Materials Development program. An extensive evaluation program will accompany the first year's effort, and the Network plans to continue providing material from Project Jason for several additional years. In addition, other forms of distance learning will be investigated and developed using the infrastructure developed for Project Jason. Overall, more than a million individuals will view programs provided by the network in live presentations or later videotapes. Direct cost sharing by the Network Members is more than $3 million, with similar amounts contributed by Dr. Ballard's group at Woods Hole.
This project brings together polar researchers, science centers and broadcast media reporters to tell the story of four polar research expeditions to the general public, teachers and students. The four expeditions to the Arctic and Antarctic were chosen based on their relevance to the three primary IPY research emphasis areas defined by NSF. A science writer and a professional photographer/oceanographer reporting on each expedition will do daily webcasts on the "Polar Discovery web site (http://polardiscovery.whoi.edu)" as well as several scheduled real-time phone patches to audiences at the Museum of Science, Boston, the Smithsonian Natural History Museum, The Field Museum (Chicago), the Houston Museum of Natural Science, the Pacific Science Center (Seattle), the Birch Aquarium (San Diego), National Public Radio stations, CBS News and to student "reporters" writing for Scholastic Online. Programs will also be broadcast on University of California TV. A museum exhibit at the WHOI Exhibit Center will highlight polar research. Components of it will either travel to partner museums or be replicated in the partnering museums. Photo archives of the expeditionary material will also be created and made available to interested users.

The Franklin Institute proposes to establish the Science Learning Network (SLN), a unique online collaborative of science museums, industry and schools to support the teaching and learning of science, mathematics and technology (SMT) in grades K-8. The SLN will integrate the educational resources offered by science/technology centers with the power of telecomputing networking to provide powerful new support for teacher development and science learning. By December 1997 the SLN will develop and evaluate the following: UniVERSE - an online SMT database and software package which will provide interactive capabilities to actively and intelligently assist K-8 classroom teachers in their Internet explorations, much like an electronic "librarian." Online Museum Collaborative - a national consortium of science museums (The Franklin Institute, the Exploratorium, Oregon Museum of Science and Industry, Museum of Science - Boston, and Science Museum of Minnesota) that will pool their resources and expertise to create online assets and provide ongoing professional development on telecomputing networking for precollege SMT teachers. Online Demonstration Schools - a network of K-8 schools, working in collaboration with consortium museums and Unisys Corporation volunteers as demonstration sites for online teaching and learning in SMT. Over the course of three years, the SLN will provide direct support to 180 teachers and 3,000 K-8 students in the online demonstration schools. Through existing teacher networks, each museum will offer professional development for an additional 200 teachers each year. The Urban Systemic Initiatives in Philadelphia and Miami offer the potential for broader, systemic impact in those cities. By the end of the grant period, the SLN will provide field- tested models of a new kind of online SMT community through the collaboration of science museums with industry and schools. The sustainable impact of the SLN will be assured by UniVERSE's status as a publicly accessible database and software package and the development of the national consortium of online museums, whose network resources will be made available on an ongoing basis to educators. The three-year formative development of the online demonstration schools will contribute vital data to precollegiate school reform in SMT, showing how schools build capacity to become members of the online community and demonstrating how teaching and learning are enhanced by online resources. Unisys Corporation has pledged its support to this project and will provide matching funds for up to 40% of the total NSF award.
