The Project Jason Museum Network, comprising a group of some 10 science museums throughout the United States and represented in this proposal by the Franklin Institute, requests partial support of a major experiment in the use of electronic field trips organized by Dr. Robert Ballard and associates at the Woods Hole Oceanographic Institute. Over a two week period in May 1989, a series of satellite television transmissions will provide more than 150,000 students at some dozen museums with live, two way interactive TV coverage of a significant underwater archaeological expedition in the central Mediterranean Sea carried out by Dr. Ballard's group. The research expedition will be widely publicized, with public interest and attention similar to that obtained during his explorations of the Titanic. A variety of archaelological, oceanographic, and technological programs will be provided to museums through a Project Jason Satellite Network established for the purpose; participating schools, teachers and school children will already be familiar with the project and its methods through curriculum materials developed by NSTA with support from NSF's Instructional Materials Development program. An extensive evaluation program will accompany the first year's effort, and the Network plans to continue providing material from Project Jason for several additional years. In addition, other forms of distance learning will be investigated and developed using the infrastructure developed for Project Jason. Overall, more than a million individuals will view programs provided by the network in live presentations or later videotapes. Direct cost sharing by the Network Members is more than $3 million, with similar amounts contributed by Dr. Ballard's group at Woods Hole.

The National Science Outreach Network will provide school children, teachers, and the general public with highly accessible interactive exhibits dealing with popular topics in science and technology. The network, initiated as a partnership between regional science centers and public libraries, will be modeled after the highly successful statewide Oregon Library Exhibits Network established in 1987. Through this smaller network, the Oregon Museum of Science and Industry, a nationally recognized pioneer in science exhibitry and outreach programming, circulates small hands-on exhibits to rural population centers through installations in public libraries, where school groups and families have free and convenient access. This national dissemination project will be initiated in five regional sites across the country (Colorado, Minnesota, New York, Tennessee, and Oregon) to further establish the model in rural, inner-urban, economically disadvantaged, and culturally diverse regions. With support from both the NSF and the regional networks, The National Science Outreach Network will design and duplicate six exhibits for circulation to dozens of local communities in each designated region. Over the next seven years, over six million individuals, many of whom do not currently frequent a local science center, will be introduced to popular science in a non-threatening, resource- rich setting. This will encourage further exploration and possible future visits to an accessible science center, and ultimately establish an ever-expanding network of museum and non-museum partners providing science and technology learning opportunities to millions of individuals each year.

Acting on behalf of a group of academic, educational and public-service organizations the University of California-Santa Barbara proposes to improve aquatic science education in informal settings that include youth-service organizations such as the Boy Scouts and Girl Scouts, YMCA, YWCA, Boys and Girls Clubs and 4-H. The specific emphasis will be on the close interdependence between humans and the aquatic environment and on the need for enlightened social action in defense of that environment. The thrusts of the project will be to establish the California Aquatic Science Education Consortium; to develop multiple copes of sets of instructional materials on topic of aquatic science appropriate for informal educational settings; and to develop a program for training a cadre of trainers who in turn will train volunteers in the use of the materials. The program has a significant potential for broader national application.

A collaboration of staff from the University of California at Berkeley's Lawrence Hall of Science, School of Education, and the Cooperative Extension Service (4-H) will develop and implement SERIES (Science Experiences and Resources for Informal Education Settings), a state-wide informal science education program for the California State 4-H system. Over a three year period they will adapt existing science curricula and generate new materials for use in informal 4-H settings around the theme of science relevant to societal concerns, with an agricultural technology focus. They will design and test a comprehensive training model using the materials to insure their effective use by volunteer leaders, and develop an extensive cadre of CES staff and volunteer trainers skilled in training volunteer teachers in the use of the curriculum materials. The resulting curriculum and training materials will be published and made available at cost to all 4-H clubs. The project will directly benefit 100 paid and volunteer trainers, 1800 volunteer leaders and 12,600 youth participants, and will indirectly benefit the more than 60,000 youth enrolled in California 4-H programs each year.

Hands-On Science Outreach, Inc. has for a number of years developed and operated recreational after school and Saturday Science Classes for children, at first in Montgomery County, MD; and subsequently, with NSF support, at more than 22 sites around the country. During the last 10 years, they have reached more than 20,000 students with their unique collection of hands-on science activities. The project is well on the way to becoming self sufficient, and this final award will document both the philosophy of instruction and specific teaching methods that they have used and provide a third party evaluation of the processes of learning that they encourage in informal science education programs. Hands-On Science Outreach, Inc. will publish two 32 page booklets outlining their history, philosophy, and methods, and will conduct a third party evaluation of classes in four demographically diverse sites around the country, carried out under the direction of Dr. Harris Shettel, a nationally recognized informal education researcher. The resulting reports and publications will be widely disseminated, providing valuable information to others planning to offer hands-on science activities for children.

The Computer Museum proposes to initiate a Computer Exhibits Kits Program whose goal will be to foster a better understanding of computer science and technology among the general public. The program proposes to develop and disseminate nine different kits, each consisting of a computer program, documentation, educational materials and, in some cases, specialized hardware. Other museums and science centers will be able to purchase these well tested kits at modest cost and implement them on personal computers to create exhibits for visitors ten years old and older. Strong support from other institutions suggests that the program will reach twenty million visitors a year.

The Santa Barbara Museum of Natural History is developing an innovative exhibit and teaching laboratory called INTERACTIONS. The unique feature of INTERACTIONS is the combination of an exploratory, interactive natural science exhibit with an adjacent live-insect-rearing laboratory. The exhibits will give the visitors some of the exploratory tools and experiences of the scientist and involve them in the process of scientific discovery. The laboratory will provide visitors with direct experience with scientists and involve them in the scientific process. Ecological in scope, INTERACTIONS will communicate environmental issues. The museum's plant and insect halls, designed over thirty years ago, will be renovated totally. In their place, a single, large exhibit and teaching laboratory will be created focusing on the interactions of insects and plants. The exhibits, videos, computer stations, and adjacent insect rearing laboratory will invite visitors to participate, question and examine. This combination of exhibits, hands-on activities, video, and laboratory will increase the retention of information, stimulate interests in natural science, and give vitality to the museum experience. The total cost of renovation, modernizing, exhibit construction and installation is $1,340,000 with $1,000,000 raised by a vigorous capital campaign. This request is for the balance of $340,000 to complete the exhibit construction.

The Lawrence Hall of Science proposes to develop a major public education program, including a traveling exhibition, two planetarium programs, a play, and a kit for schools entitled "Columbus' Great Experiment." Emphasizing science and technology, Columbus' first voyage is portrayed as an experiment aimed at testing the hypothesis (based on doubtful evidence) that sailing to the west was a more practical way of reaching the Indies than by sailing east around the Horn of Africa. As with many scientific experiments, the results were quite different from what the experimenter had in mind: instead of finding a sea route to the Indies, Columbus vastly expanded knowledge about our planet and spurred developments in science and technology. These events occurred within a social and cultural context that were critical to the development of modern science, and resulted in far-reaching changes in the population and ecology of the world which continue today. The National Endowment for the Humanities has recently awarded a grant for the development of the exhibits. The present proposal requests that NSF join with NEH to complete and expand the project, by funding: a) components of three additional copies of the exhibition to be constructed by other museums, thus expanding the public audience to 19 million visitors; b) two participatory planetarium programs; c) a play about the scientific aspects of Columbus' voyage; and d) school kits that will enable teachers to present the most important ideas embodied in the exhibition to students who are unable to view the exhibition at a science center. Interest in these programs will peak around Columbus Day, 1992, we anticipate that the materials will be sufficiently interesting, informative, and entertaining to be used for many years to come.

The American Psychological Association, in cooperation with the Association of Science-Technology Centers (ASTC), will develop a series of exhibits on psychology using a discovery room/science laboratory approach. The exhibition will, for the first time, offer museum visitors a first hand opportunity to explore the tools, methods, and concepts of psychology in such areas as thinking and feeling, dreaming and sleeping, perceiving and communicating. The exhibition will travel to eight museums over 30 months through the ASTC traveling exhibition service and will reach over a million visitors. A wide selection of additional materials and resources such as films, seminars, lectures and workshops will be offered to the participating museums to extend the impact of the exhibition. Plans of the exhibits will be made available to other museums. NSF support represents less than 50% of the total cost of the project.

The 4-H organization of Virginia is developing a Marine and Aquatic Education Program with a strong field study component for youngsters ages five through nine. They plan to reach these young people through local and community 4-H clubs and in summer camps. One part of the program is aimed at the handicapped and development of strategies to meet their special needs. Other components of the program include volunteer training of high school students and adult leaders and a series of publications with emphasis on "hands-on" activities. There is a strong national dissemination plan and, through a national survey, the Virginia 4-H have determined that 27 state 4-H organizations are interested in adapting program. The 4-H organization is the largest youth organization in the United States with a membership of 4.3 million young people. They have a strong network, both urban and rural, with minorities representing 22% of the membership, 53% are female and 63% are under 11 years of age. The Virginia 4-H mirrors the national picture but with a slightly more rural membership. This project provides an opportunity to strengthen science learning outside of the formal education system by supporting a test project in marine education. Over the next three years the project will be tested with 38,500 youngsters and 500 adults. The program will then be expanded to all 115,467 Virginia members as well as a strong outreach effort to the national membership. This project is directed at two important goals for the Informal Science Education Program: strengthening out-of-school science programs for young people and the handicapped. The marine science area is one of high interest and significance both locally and nationally. The staff are experienced and committed and the program is cost effective at a little over $3.00 per person.

This project will establish adult lecture-discussion series on scientific topics at libraries throughout the United States, modeled after the "Lets Talk About It" humanities series offered by the American Library Association. Programs and program materials will be extensively tested and evaluated in Colorado libraries before introduction into libraries in five additional states, followed by national distribution. This program seeks to make effective use of libraries for informal science education. Libraries are highly effective neighborhood resources that are well positioned to offer programs and services, but that have in the past offered few science- related programs. This project's combination of prepared packages of lecture discussion series organization materials and the use of local scientists and engineers as speakers and discussion leaders should substantially increase the science offerings of public libraries. An award of $ 98,533 for FY87 is recommended.

The Girls Clubs of America (GCA) plans to develop over a three year period informal science learning activities to increase the participation of women aged 14-18 in mathematics and science. These materials are part of an overall program, "Operation SMART," that is a major national commitment by the Girls Clubs of America to include science and mathematics education as a major component of GCA activities at all age levels. Prior projects have developed and implemented successful materials directed at elementary and middle school girls; the present project extends this effort into the critically important high school age years. The materials will be developed by project staff in association with developers at the Educational Development Center (EDC), piloted and tested in four Girls Clubs sites along with training chapters nationwide. A publisher will be identified for national distribution and sales of activity materials sets and a book-length publication designed for use by education programs of other youth-serving organizations. A partnership with the Business and Professional Women's Association (BPW/USA) and its 3400 local chapters and with the AAAS Linkages Project will create many non-Girls Club sites. Dissemination to other youth- serving organizations will be carried out through the National Collaboration for Youth. As a result, Operation SMART's high school age materials should reach several hundred thousand young women. Foundations and businesses will provide substantial additional project support; approximately 51% of the total $ l.4 million project budget is requested from NSF.
