WGBH is requesting $100,000 for a two-day conference for 75 outreach professionals from public television, museums and science-technology centers, and community-youth organizations. The conference will be developed in collaboration with the American Association for the Advancement of Science. The conference will provide professional development for outreach staff in key organizations that conduct local and national outreach project in informal and formal education. Participants will have the opportunity to: * learn how they can extend the impact of major outreach projects by establishing local coalitions that build on the strengths and resources of public television, science centers, youth-serving organizations, and other agencies focused on science education. * find out how outreach is carried out by organizations outside their fields of expertise in order to identify new approaches and strategies that they can adapt for their own projects, and * develop a plan of action for implementing an outreach initiative that takes advantage of the skills they have gained from the workshop and will benefit their communities. Beth Kirsch, Director of Educational Outreach for WGBH, will be PI. She will work closely with Judy Kass, Director of Outreach Programs at the AAAS, and Joan McIntosh, an independent consultant and trainer, to develop and manage the conference.

The Institute of Science and Society at Central Washington University plans a series of six workshops during 1991 on issues involving science and technology which are of current interest in the State of Washington. The purpose of the series is to inform public officials on critical issues where science plays a central role. Thus, state legislators, city and county executives, excutives in key state and local governmental agencies,judges, attorneys, the news media, and corporate executives will be invited to participate. The workshops will be conducted at Central Washington University, the state capitol in Olympia, or other locations which are easily accessible or relevant for the workshop topic (e.g., hosting a workshop on radioactive waste at the Battelle-Hanford Pacific Northwest Laboratory).

The Science Museum of Minnesota is requesting $279,577, of a total budget of $339,074, to plan and conduct a four-day international conference exploring issues, current practices and future directions related to furthering public understanding of current research in science and technology. The conference will bring together leading museum professionals, scientific researchers, science journalists, television producers, web developers and others who are already engaged in preliminary work for such an effort and who stand to learn from each other's experiences. The conference will center on the role of museums in informing the public about research, but will include representatives from other media and institutions crucial to its success. The specific goals of the conference are to: Explore challenges and barriers that hinder the development of public understanding of research programs. Identify "best practices" and promising models, tools and technologies for presenting current research to the public. Develop partnership strategies for creating public understanding of research program collaborations across the museum, media and research communities. Identify strategies for selecting significant research stories that are relevant to the public. Develop funding strategies and operational approaches that help sustain a consistent public understanding of research effort. The project will be under the direction of David Chittenden, Vice President for Education at the Science Museum of Minnesota. The Educational Film Center (EFC) is developing a science, engineering, and technology careers exhibit for distribution to science museums and technology centers. The core of the exhibit kiosk, with related career graphics surrounds, is SET/QUEST, an interactive multimedia program for both Macintosh and PC/Windows using CD-Rom as the full motion video source. Teens and preteens will enter an interactive exploration of thirty careers with first person video profiles of people in science and engineering; animated/reality video simulations of a work experience in these fields, decision screens, and a database of over 200 more science and math-based professions. The documentary profiles, database, and a personal interest career match component will also be developed in alternative media formats (video, audio, print) for broad distribution to community and youth education networks, schools, and libraries. Specific emphasis in this project is being placed on reaching and attracting female, minority, and disabled youth. A parent outreach component has been developed and will be implemented by the Directorate of Education & Human Resources Programs of AAAS. The concept of the parent effort is to work directly with and through the national offices of four major national organizations with different institutional community roots -- Science Museums, Public Libraries, Schools, and Community Based Organizations -- to involve parents and families with SET Project materials and to provide them with information with which they can foster their children's pursuit of science and math education and careers in these fields. Initial efforts will be conducted in 18 cities. The project is a collaborative endeavor among three organizations: The Educationa l Film Center which will be responsible for management and development/production of the software and documentary video profiles; The New York Hall of Science which will be responsible for the exhibit kiosk and graphics, will design and develop the student workbook and user installation print, will serve as the principal test site for the exhibit, and will advise on software, interactive multimedia design, and installation options; and COMAP which will be responsible for direct involvement of the Advisory Board, for selecting and hiring content consultants, for assuring the accuracy of the science and math content, for formative and summative evaluation, and for developing and preparing community leader and school users guides for publication. Stephen Rabin, President of EFC, will serve as PI for the project.

The Self-Reliance Foundation will develop a conference that has the overarching goal of laying the groundwork for the development of strategic partnerships for involving Latino audiences in informal science learning, led by informal science institutions nationwide. Numbering over 42 million, Latinos are now the largest ethnic/racial minority group in America; in recent years, 1 of every 2 new Americans has been Latino. Educational opportunities, formal and informal, are not keeping pace. Latino students score lower on math and science achievement tests than national averages, enroll at disproportionately lower levels, and are underrepresented in undergraduate and graduate science and engineering programs. Latino families are under-represented among those who visit science centers and other like institutions. Latino students are under-enrolled in after-school programs. There is no Spanish-language NPR or PBS; there is little science available on Spanish-language media, including radio, television, and newspapers. The conference will bring together informal science institutions and science research organizations together with Hispanic organizations, media, and educational projects to review current ISE resources, identify needs and gaps, learn about best practices in designing culturally effective programs and resources, and develop new strategies and resources to enrich the informal science learning environment for Latinos.

The Scientists Institute for Public Information (SIPI), a non profit organization of scientists and media professional that works to strengthen reporting of science, will organize annual briefings for television news directors and producers by leading scientists during the next three years. Each year 35- 50 local news directors from across the country will meet face- to-face with nationally prominent scientists for two days of discussions of leading stories in science, health and the environment. Science is underreported on commercial television, and this targeted intervention has a substantial opportunity to directly improve the quality and quantity of science reporting by America's television industry. SIPI's Media Resource Service has developed an international reputation for its provision of scientific and technical sources for journalists. The prototype TV News Director's Briefing, held March 10-12 1989, demonstrated in a practical way the potential of the project, reaching 35 key journalists from 17 states. The briefings will be attended by a geographically distributed group of professional scientists and journalists who are well supported in their discussions by extensive pre-meeting work by SIPI staff. Extensive news coverage of the topics discussed will take place and be documented by SIPI staff. A continuing evaluation study by an independent contractor will analyze the impact of the briefings on the participants. NSF support will amount to 28% of the $660,000 project total.

Twin Cities Public Television, in association with Red Hill Studios, is producing and disseminating an Exploring Time television special and associated outreach material. The project will augment and leverage the Exploring Time traveling exhibit now being developed by the Science Museum of Minnesota (NSF grant #99-01919). The goal of both the exhibit and the television special is to increase the public's understanding of our world by revealing the unseen world of natural change -- the multitude of changes that are occurring in the present but at rates too slow or too fast to be seen. The television special will provide visual explorations of changes that take place over a vast range of timescales -- from billionths of seconds to billions of years. The television series and exhibit will be supplemented by a range of materials. Both low- and high-bandwidth, web-based material will be available and a teacher's guide will be developed for middle school classrooms. A "Time Explorers Toolkit" will be available to both formal and informal learners. This CD-ROM includes detailed, step-by-step instructions on how to create time-lapse movies. The project also will coordinate outreach with the Community Technology Centers Network, the organization that supports technology centers that serve individuals from underrepresented and low-income groups.

The Board on Science Education at the National Research Council of the National Academies will develop practitioner-focused resources based on a synthesis study on Learning Science in Informal Environments (LSIE), a comprehensive review of educational research funded through a previous NSF award. Project deliverables will consist of a publication, video and digitized web resources designed to guide the application of the research findings presented in the LSIE report. The goals of this project are to support efforts to advance science education for diverse learners, to bridge research and practice, and to provide the broader informal science education communities access to research-generated knowledge. The project will greatly extend the impact of the synthesis study by making evidence-based approaches more widely available and utilized by informal science educators and insitutions.

WGBH Educational Foundation is requesting funds to produce 20 new shows and new outreach and Web activities for "ZOOM," which will be renamed "Hot Seat." "Hot Seat" is a daily half-hour PBS television series targeted to kids ages 8 to 11. Uniquely by and for kids, the program gives its viewers a chance to explore, to experiment and to share their creativity. The series, along with its far-reaching outreach, offers its audience an innovative curriculum that promotes the acquisition of basic math and science knowledge and the development of problem solving skills called "Habits of Mind." The intended impacts are to: (1) establish a project that uniquely integrates television, the Web and outreach as a model for how media can teach science and math; (2) engage kids and teach them science and math content and process skills; (3) provide curriculum and professional development to organizational partners. Innovation includes developing three new content areas for the series -- Invention, Space Science and Earth Science -- and evolving the project design by incorporating new production techniques that enhance the "reality factor" of the science programming. Outreach for the project will include printed materials for kids, families and educators. A new collaborative partnership is being developed with the American Library Association to help distribute the new afterschool curricula to librarians across the country. "Hot Seat" will support the existing network of "ZOOM" outreach partners and convert the museum "ZOOMzones" to "Hot Seat Spots." "ZOOM" currently is carried by 269 public broadcasting stations and is viewed by 4 million children each week.

EarthTalk Incorporated is producing and distributing 282 "Edge of Discovery" radio programs. Each of the 90-second programs will explore an area of on-going research and will feature "actualities" or recorded voices of scientists explaining their work. The programs will be carried on 700+ public and commercial radio stations. The broadcast programs will be supplemented by an "Edge of Discovery" web presence that will contain the radio programs themselves plus a "More Info" section for each program that includes references to printed articles and links to other web sites on the day's topic as well as supplementary background material such as transcripts of interviews with scientists. The "Edge of Discovery" web page also will feature a "Meet the Scientists" section in which a new scientist will be profiled each month, and it will feature live online "chats" with scientists six times each year. The producers/hosts for the series are Deborah Byrd and Joel Block who created, produced and hosted the highly successful radio series Earth and Sky. The Senior Producer is Marc Airhart who will be primary liaison with the team of researchers and writers. Review of all material developed for the projected will be done by the project's review committee of 95 scientists.

The World Congress of Science Producers is an annual event of leading broadcasters and independent science producers from around the world. This year's congress is being planned and osted by WGBH. For this Congress, WBGH will add two new dimensions to the meeting: 1) involve working scientists in the meeting to increase the dialogue and contact between broadcast journalists and scientists, and 2) partially support attendance by individuals who are either are considering entering science journalism or are newly involved in the field. Sessions that include scientists include: an exploration of the most important science stories that journalists should be covering, an in-depth analysis of a specific science issue, a discussion of ethical issues related to genome research, legal issues related to science in the courts, an examination of coverage of science vs. pseudo-science, and visualization of science.

The American Association for Advancement of Science (AAAS) will produce and test a pilot series of twelve 90-second features on science. Aimed at the 12- to 18-year old market, the features are designed to be broadcast daily on commercial stations with formats aimed at this age level. Each feature will take one of three forms: News Features based on current research, answers to Audience Questions about science, or Skits and Songs that convey basic science concepts. The AAAS also will begin securing carriage for the pilot programs and a potential longer series of programs. The PI will be Robert Hirshon who is currently the Project Director and Executive Producer for Kinetic City Super Crew. Justin Warner, who has been producer/writer for the AAAS radio features Science Update and Why Is It?, will be the Producer/Head Writer. The content director will be David Lindley, formerly Senior Editor for Science.
