This white paper is the product of the CAISE Public Participation in Scientific Research Inquiry Group. It describes how public participation in scientific research (PPSR) through informal science education can provide opportunities to increase public science literacy.
Pulse of the Planet children's science challenge includes 150 radio programs which focus on the interaction between a select group of scientists and youths 8-11, who have been chosen from a nationwide Science Challenge which encourages children to submit questions and potential experiments to scientists. Project partners include a variety of businesses (e.g., sports manufacturers such as K2), media (e.g., internet social networks such as imbee.com, TIME for Kids, Dragonfly TV, and Hispanic Communications Network) and educational partnerships (e.g. Community Science Workshops and the National Science Teacher's Association.) Underserved participants will be reached through Celebra la Ciencia science outreach programs.
In the Community Science Learning through Youth Astronomy Apprenticeships (YAA) project, underrepresented urban high school youths, working with recent college grads, conducted astronomy investigations, then translated their personal learning and enthusiasm into outreach programs for younger children, families and community members in an astronomy and space science program. Science education centers at Massachusetts Institute of Technology and Smithsonian Astrophysical Observatory, Boston community-based after school centers and the Institute for Learning Innovation collaborated.

The Franklin Institute Science Museum in Philadelphia, PA requests NSF support for a three-year model program entitled "Partnerships for Acheiving Careers in Technology and Science" (PACTS). Building upon a successful pilot project involving African-American students and mentors, PACTS aims to foster positive attitudes about science careers and increase students leadership skills and self-estee. Through bi-weekly hands-on science workshops with African-American Scientists as mentors, students will strengthen their understanding of science concepts and enhance their critical thinking skills. On alternate Saturdays, students will participate in college/career workshops. PACTS students will also have the opportunity to tutor younger students, visit science laboratories, and serve as science museum demonstrators. Additional support and encouragment will be provided through a network of community resources involving partnerships among scientists, professional associations, community centers, corporations and a science center. The PACTS model will be disseminated nationally through museum conferences, the national networks of professional associations and corporations, and presentations by PACTS staff to interested organizations in other cities.
A three-year project, Science Experiences and Resources for Informal Education Settings (SERIES), involves collaboration between the 4-H Youth Development Program, practicing scientists, science education centers, and community service agencies to provide community-based science experiences for youth. Goals for national dissemination of the SERIES project are: 1) Increase the quality and quantity of science experiences for youth as leaders and as learners; 2) For youth to actively experience how science concepts and processes relate to their everyday lives; 3) Provide opportunities for youth to take positive leadership roles in their homes and communities; and 4) Provide opportunities for youth to investigate educational and career possibilities in science and technology through a scientist mentor relationship. SERIES builds upon the materials, and instructional/coaching model successfully developed and tested during the Califronia SERIES Project. National dissemination by 4-H assures SERIES availability to the 5,100,000 youth currently enrolled in 4-H. Expected outcomes of SERIES are: 1) Refine and produce final versions in English and Spanish of four SERIES community service science units; 2) Develop two new units; 3) Development of an "inquiry coaching" module for adult volunteers; 4) Develop and asses apprentice-like mentoring experiences for SERIES teens to work directly with scientists; and 5) Establish four SERIES regional dissemination centers, working collaboratively with 4-H, science centers and other youth serving agencies to provide national dissemination of the SERIES program model to 28 states.

The Institute for Learning Innovation, in collaboration with Mary Miss Studio and the Institute for Urban Design, is conducting an exploratory research and development project on sustainable practices related to the built infrastructure of New York City. The work will (1) pilot test and study new interpretive strategies for urban "place-based" public learning experiences that focus pedestrians' attention on a city's ecology and existing built sustainability infrastructure; (2) engage urban design professionals and STEM researchers to explore how these new strategies have the potential to transform how urban design fields inform, dialog and interact with the public about sustainable urban design and planning; and (3) assess the effectiveness of these public interpretation programs on STEM learning beyond traditional Informal Science Learning Environments (ISEs) such as science museums. Project participants also include faculty from the City College of NY Graduate Program in Urban Design, STEM faculty from Columbia University, and staff of the Provisions Library in Washington, D.C. The project is an early phase of the "City as Living Laboratory" initiative that can leverage the Rockefeller Foundation-funded Urban Design Week program in New York City scheduled to occur September 15 - 20, 2011. This request to NSF adds an additional track to the process to specifically focus on STEM learning and urban sustainability. From the promotional materials: "The Institute for Urban Design is currently preparing for the first annual Urban Design Week, a public festival created to engage New Yorkers in the fascinating and complex issues of the public realm and celebrate the city's exceptional urbanity. Through a rich roster of charettes, summits, installations, film screenings, exhibitions, and tours, Urban Design Week will draw in citizens from every borough and walk of life and highlight the idea that cities are made by collective effort, and that each of us can be a part of that great endeavor." The project goal is to generate new models for public engagement with science in the city environment and to explore how urban designers and planners, as they design for sustainability, can more effectively collaborate with STEM researchers and with the public. The project has both research and programmatic deliverables. Research activities include: Public Audiences: observational study of pedestrians in the installation environment; intercept surveys of the public about their experiences with the streetscape installations. Professional Audiences: pre-installation surveys on the role of public space science interpretation for altering public discourse about urban planning and sustainable cities; focus group assessment of professionals\' experiences with observing public interactions with the installations; online delayed- post experience survey on learning outcomes in terms of knowledge, attitude, motivation and anticipated impacts on professional practices; analysis of blog postings and public media surrounding the installation; survey of attendees at an ISE forum on the project, its goals, outcomes and potential for future developments. Programmatic deliverables include: a workshop that engages urban design students in the development of experimental streetscape installations; a pilot installation on streets in the City College of NY (consistent with approvals already received by NYC Dept. of Transportation); a City as Living Laboratory art-science workshop for Urban Design Week professionals to highlight possible benefits of inter-disciplinary collaboration; a panel discussion around new forms of citizen engagement through a "city as a science learning environment"; a forum specifically for ISE professionals to explore the research findings and potential for use as a strategy to increase science learning in city places.
A three-year project, Science And Youth (SAY), integrates the existing curriculum, instructional design, and training capacity of the 4-H Science Experiences and Resources for Informal Educational Settings (SERIES) project with high school students exploring careers in teaching at eleven existing "teaching magnet" high schools across the country. The SAY project expands the quantity and quality of informal science education experiences by accomplishing the following objectives: 1) prepare one thousand teenage teachers/leaders to present SAY activities to forty thousand elementary school age youth: 2) involve participating youth in a total of five hundred community service projects; 3) involve five hundred teenage leaders in mentoring relationships with local scientists, and; 4) have seventy-five percent of the participants continue their education in science and/or the teaching profession. SAY uses a teens-as-leaders model to engage younger youth (ages 9-13) in hands-on, inquiry-based science activities that result in science-based community services projects. SAY offers youngsters a vehicle for experiencing how science problem solving strategies are applied to home and community problems. The pedagogy of the SAY project represents the best of current research on science education, and offers an innovative model for the preparation of a new cadre of science teachers.
The University Museum at the University of Arkansas is conducting preliminary planning for expansion of their 1994 pilot project entitled "Women in Science." During this planning phase, the staff will meet regularly with experts and teachers to design an exhibit about non-academic female scientists in Arkansas that will travel throughout Arkansas, outline a workshop for teachers that would help them encourage their female students to participate in math and science, and develop a program that enables female scientists to work with groups of students. At the end of the three and a half month planning stage, a final report will present a plan for the exhibition, gender workshop, and scientist program which identifies personnel, gives models/prototypes, and a budget for each facet of the proposed project.
Blackside, Inc. is producing a television series and an outreach component about minority scientists. The goals of the six-hour prime-time series, "Breakthrough: People of Color in Science," are to raise the consciousness of the general public that is largely unaware of the significant contribution of scientists of color and to provide role models that will encourage young people to consider science and engineering careers. The programs will feature the work of contemporary African-American, Latino and Native American scientists and engineers who are active in cell biology, astrophysics, applied mathematics and other fields of science. The stories of their scientific achievements will present both women and men, old and young, at different stages of their careers, and will explore the professional, educational and social worlds they live and work in. Viewers will have immediate access to a comprehensive follow-up effort that will connect them with local, regional and national opportunities in informal science education. Blackside will collect information from existing resources and institutions as well using source material from several extensively researched databases geared toward minority students. Using all of this information, Blackside will create a metadatabase that will connect teachers, parents, mentors, and students to a rich variety of educational programs: extracurricular classes, mentoring programs, national science contests, teacher training workshops, and a myriad of on-line services. To ensure immediate access and, where possible, to customize the information to viewers needs, Blackside will disseminate it through a variety of means: an 800-number with a direct fax-back capability, an on-line service, a CD-ROM, and a printed packet delivered by mail. A principal target audience is gatekeepers in students' lives: parents, teachers, and scientists interested in becoming mentors. The target audience also includes students from fourth th rough twelfth grades. Joseph Blatt will serve a PI for this project and co-executive producer for the television series. His previous experience include serving as executive producer of "Scientific American FRONTIERS" and as a producer/director for several NOVA programs. He also has been executive producer for three television series/college credit courses in mathematics. Henry Hampton will be the other co-executive producer. He was the creator and executive producer of the 14-hour, award winning series, "Eyes on the Prize," about America's civil rights movement. The principal educational consultant will be Ceasar McDowell, assistant professor of education at the Harvard Graduate School of Education. Michael Ambrosino, the original executive producer of NOVA, will be the principal science television consultant.
Science-By-Mail is a mentorship program between scientists and youth whereby youth have a subscription for three scientific challenge packets each year, create solutions, and receive responses from a personal scientist. Science-By-Mail brings the excitement of science discovery into classrooms and homes of children around the country and provides them with positive, approachable role models of professional scientists. A grant of $622,088 over three years will allow us to strengthen and expand this program nationally, focusing especially on increasing participation by minority youth and scientists. Specifically, support is requested for the design and development of 12 new challenge packets; to increase participation to 47,900 youth, 4,500 scientists, and 26 regional chapters; promote increased corporate and other private-sector involvement in the program; and to conduct an annual evaluation. The AAAS will aid in the recruitment of volunteer scientists. In addition, we will work together with the National 4-H Council to pilot the program within that organization (with a membership of 5.4 million), focusing particularly on minority youth. Anticipated income form the expansion of Science-By-Mail will make the program self-sufficient at the end of the grant period.//
This project proposes using three complementary strategies to engage, inform and inspire large audiences. (1) A national tour called "Stories from a Changing Planet" that will include in-person presentations and hands-on activities by Polar scientists at science centers, museums, libraries and schools across the country. (2) the "HiDef video Science Story Capture Corp" team of professional videographers HD footage will be made available as public domain materials accessible to government research agencies, universities,science centers and others. (3) Video and Audio podcasts distributed throught iTunes, google, Yahoo and IPY websites. The project will have front end, formative and summative evaluations.
ScienceQuest is an innovative program created by the Education Development Center that fosters an interest in science and technology among adolescents ages 10-14. This program builds on the successful "ThinkQuest" model, in which small teams of 2-3 students work with adult coaches to research subjects of interest and share their knowledge through the creation of websites. "ScienceQuest" teams focus on science topics and are housed in HUD Neighborhood Network technology centers, located in communities with HUD-assisted or insured housing residents. Participants include individuals with and without disabilities from low-income urban areas. Students select a science topic and research it using online resources, hands-on experiments and visits to museums and science centers. Coaches such as scientists, teachers, museum staff and other role models, as well as on-line scientists, provide assistance by setting goals, devising an action plan and identifying appropriate resources. The "I-Search" model, a four-step strategy used to direct student inquiry, is used to guide investigations and aid in content acquisition. Once completed, websites are mounted on the "ThinkQuest" server. Parental participation is encouraged throughout the process. "ScienceQuest" will be piloted in the greater Boston area in year one, and disseminated to 75 Neighborhood Network sites throughout the country in years two and three of the grant. Each site may have one or more teams. With more than 500 Neighborhood Networks in place, "ScienceQuest" has the potential for widespread dissemination.
