The Franklin Institute proposes to establish the Science Learning Network (SLN), a unique online collaborative of science museums, industry and schools to support the teaching and learning of science, mathematics and technology (SMT) in grades K-8. The SLN will integrate the educational resources offered by science/technology centers with the power of telecomputing networking to provide powerful new support for teacher development and science learning. By December 1997 the SLN will develop and evaluate the following: UniVERSE - an online SMT database and software package which will provide interactive capabilities to actively and intelligently assist K-8 classroom teachers in their Internet explorations, much like an electronic "librarian." Online Museum Collaborative - a national consortium of science museums (The Franklin Institute, the Exploratorium, Oregon Museum of Science and Industry, Museum of Science - Boston, and Science Museum of Minnesota) that will pool their resources and expertise to create online assets and provide ongoing professional development on telecomputing networking for precollege SMT teachers. Online Demonstration Schools - a network of K-8 schools, working in collaboration with consortium museums and Unisys Corporation volunteers as demonstration sites for online teaching and learning in SMT. Over the course of three years, the SLN will provide direct support to 180 teachers and 3,000 K-8 students in the online demonstration schools. Through existing teacher networks, each museum will offer professional development for an additional 200 teachers each year. The Urban Systemic Initiatives in Philadelphia and Miami offer the potential for broader, systemic impact in those cities. By the end of the grant period, the SLN will provide field- tested models of a new kind of online SMT community through the collaboration of science museums with industry and schools. The sustainable impact of the SLN will be assured by UniVERSE's status as a publicly accessible database and software package and the development of the national consortium of online museums, whose network resources will be made available on an ongoing basis to educators. The three-year formative development of the online demonstration schools will contribute vital data to precollegiate school reform in SMT, showing how schools build capacity to become members of the online community and demonstrating how teaching and learning are enhanced by online resources. Unisys Corporation has pledged its support to this project and will provide matching funds for up to 40% of the total NSF award.

SciTech Clubs for Girls, a three year old program, aims to encourage continuing interest in science and mathematics among 9-14 year-old girls. It gives them an experience in building a hands-on science exhibit for display at SciTech, a hands-on science center. Based on recent research, this program strikes at four major forces that keep girls out of the pipeline to careers in mathematics and science. Mentors by female professionals, the girls learn the safe use of tools, a principle for science, confidence in building things, and the pride of building and exhibit for use by tens of thousands of visitors yearly. Recently SciTech received a $125,000 grant from Youth ALIVE| A National Initiative of the DeWitt Wallace-Reader's Digest Fund to continue the program for 3-years and to expand it. We will reach 20 clubs of girls each year from organizations that serve girls. The program will reach older and younger girls and their female leaders. We will also reach into the intercity of Chicago to serve more minority girls. Under the YouthALIVE| grant we will carefully evaluate results and begin to disseminate the program to other museums nationally.

The New York Hall of Science requests $829,312 over four years to develop and circulate a traveling version of "Hidden Kindoms - The World of York Hall of Science in April, 1991. The traveling version will consist of: an introductory panel; 16 Easy-View microscopes exhibiting living microbes; units dealing with size, scale and magnification; two interactive computer programs entitled "Understanding AIDS" and "How Your Body Fights Disease"; a video microscope for the Microscopic Life demonstration; units on virusesand bacteria; a mosaic of color transparencies of different microorganisms; one Optech (BYOB) interactive video microscope; three zoetropes illustrating mcrobial movement; and a mini-laboratory room containing all the equipment and materials necessary for maintaining the exhibit and presenting the MICROLAB workshops to students and teachers. The 1,500 square foot exhibit will travel to nine sites over three years. The new York Hall of Science will provide on-site training in estasblishing and maintaining the exhibit, a weekly shipment of microrganisms and supporting materials, an exhibit catalog, an 11-minute video featuring living microbes, pre- and post- visit materisla for schools with suggested activities , and programs for student and teacher workshops. A novel feature of this traveling exhibition will be the opportunity for the host museum to retain, on a cost-share basis, the mini- laboratory with its equipment and four Easy-View microscopes which can become the core of a microbiology program. The National council of La Raza (NCLR), the nation's principal Hispanic constituency-based organization, seeks funding from the National Science Foundation's Informal Science Education Program for a four-year community-centered demonstration program. Project EXCEL-MAS, the Math and Science component of its EXCEL-MAS is designed to develop and encourage the adoption of supplemental math and science programs for at-risk Hispanic elementary and middle school students and their parents, using thematic, hands-on approaches; and ultimately help to increase the numbers of Hispanic student enrolling and succeeding in paths which lead to advanced study in math and science. Hispanics -- the youngest and fastest-growing major U.S. population, numbering 22.4 million or 9% of the U.S. population according to the 1990 Census -- continue to be most undereducated major U.S. population. Only about half of Hispanics are high school graduates, and fewer than one in ten have completed college; only about one-quarter of high school graduates have followed curricular tracks including the math, science and language arts needed for college attendance; national studies suggest that Hispanic 17-year-olds on average have math and science skills at the level of White 13-year- olds. Contributing to these problems are a lack of culturally appropriate, meaningful parent involvement or family-wide approaches to education, supplemental programs to motivate and support at-risk students, wrap-around social services for low- income students and their families, and efforts to promote more equitable Hispanic access to the full school curriculum.

In the Fall of 1994 The New York Botanical Garden will begin its second 100 years of commitment to science education with the opening of the Children's Adventure Garden and the Children's Adventure Trails. As two components of the Children's Adventure Project , these informal science education facilities will use participatory discovery to engage urban children and their families in learning botanical science, inquiry skills, positive attitudes towards science, and the methods of scientists. In the 1.5 acre Adventure Garden children will interact with living plants and fabricated exhibits to discover fundamental principles of plant biology; and in the one mile of Adventure Trails they will closely observe interdependencies of complex ecosystems using the framework of these fundamental principles. To expand visitor understanding of plant biology and the ways that scientists study it, Investigation Stations, integral components of each facility, will be placed so that visitors will handle, sense, and observe living plants in situ and interact with fabricated exhibits and scientific tools. The Project will be developed by NYBG staff educators and scientists with on-going participation of a broad spectrum of advisors and consultants, including exhibition designers, evaluators, community school teachers, and environmental education specialists.

The Youth Experiences in Science (YES) Project of the 4-H Center at UC, Davis will produce, pilot and evaluate an informal science education curriculum expressly designed for 5-9 year olds in school-age child care (SACC) settings. Seven thematic units will be developed (three in both English and Spanish versions), utilizing the basic design process and instructional model developed in the earlier SERIES Project. Each unit consists of engaging hands-on activities performed with inexpensive materials and incorporating home and neighborhood service applications. During the three years approximately 500 teenage volunteers will deliver the program to approximately 2,500 children through a network of existing SACC sites operated by 4-H and other community groups. Capitalizing on SACC settings, the program will collaborate with schools and reach out to parents through development of "Science Family Backpacks" and "Science Family Activity Nights." Program evaluation includes in-depth monitoring and use of multiple assessment instruments and measures at 25 selected sites. In addition to formative and summative evaluation, data will be available on parent involvement and the amount, nature, and durability of positive influences on participants' school science interest and success.

The Ann Arbor Hands-On Museum is requesting $370,728 to create a traveling exhibit entitled "How Things Work, which will familiarize students and the general public with the science and engineering behind 15-20 "gadgets" which play vital roles in their everyday lives. A number of the exhibit elements will be based on the work of Dr. Richard Crane. Ancillary materials will be developed for classroom teachers as part of school outreach. An Exhibition Resource Guide will be developed for use by other museum venues, as well as teachers, students and others.

To provide the general public with an understanding of the basic principles that underlie the transmission, storage, and retrieval of information, the Fleet Center proposes to build SIGNALS, a 4,500 square foot exhibition. SIGNALS will be divided into three sections, of approximately 15 interactive exhibits each, which explore the physical principles of wave motion, the properties of electromagnetic pulses useful for communications, and the signal processing that enables us to handle information. An Advisory Committee comprised of highly qualified individuals at the leading edge of their fields will support development of SIGNALS; a very experienced team of exhibit developers will fabricate the exhibition. SIGNALS will become a permanent exhibition in an expanded Fleet Center, where it is expected to attract 1 million visitors a year, including at least 100,000 K-12 students. Since the lack of technological understanding is a national problem, we propose to build a 3,000 square foot traveling version of SIGNALS, contingent upon an NSF review of the completed permanent exhibition. The total cost for both exhibitions is $1,983,480. We are requesting $985,900 from NSF: $692,800 for the permanent exhibition and $293,100 for the traveling exhibition. The project will begin in June, 1992, and be completed by June, 1996.

The Science Center of Connecticut will develop, evaluate, and install 57 mathematical exhibit activities in its new 160,000 sq. ft. exhibit facility. These activities will engage visitors in learning how math is an integral part of daily life and a necessary skill in many careers. Eight math topics will be treated: probability and statistics; relative scale; geometry; symmetry; math puzzles; chaos and fractals; numbers, measurements, and calculations; and estimations. The hands-on activities will range from involvement with low-tech to high- tech, computerized activities. The target audience is people nine and up and it will be available to the museums 500,000 annual visitors. The mathematics activities will be distributed throughout the museum and math will serve as a integrating theme for all the museum's exhibits. The topics are aligned with Connecticut s SSI program which focuses on applied mathematics in context of the science disciplines. Within the state, plans are taking shape to link with Connecticut Public Television to broadcast electronic field trips to the museum through Knowledge Network. Nationally, museum staff members will make presentations at both museum and mathematics education meetings to other museum professionals. The concept of thematic integration throughout the museum will be disseminated through the state and the nation.

The American Association for the Advancement of Science (AAAS) will produce and distribute a half-hour science adventure show for weekly broadcast, primarily on commercial children's radio stations. The series, 'The Kinetic City Super Crew,' is targeted at children 8-10 years old with an emphasis on urban children, girls, minorities, and children with disabilities. The series of 92 programs also will be designed for family listening. The programs revolve around a drama led by child actors and include discussions with scientists and information for at-home experiments. The Co-Principal Investigators will be Jerry Bell and Gerald Wheeler. Bell is Program Director for Science, Mathematics, and Technology Education at AAAS and will be responsible for overall management of the project. Wheeler is Program Director for the Public Understanding of Science and Technology and will serve as the Science Content Director for the programs. There also will be a Science Content Team (consisting of Bell, Shirley Malcom and Andrew Ahlgren) that will work closely with Wheeler, the production staff, and the advisors to review show themes, scientists to be interviewed, overall content, and to serve as arbiters for questions related to their respective fields. Bob Hirshon will serve as Executive Produce/Project Director and John Keefe will be Senior Producer.

NACME will produce a three year public service advertising campaign designed to shape the educational choices children make in junior high and high school with respect to mathematics and science. The ads, featuring actor/director Spike Lee, will aim to increase the number of children in grades three through eight who understand the relevance and value of mathematics and science to life in the adult world. The campaign also will be directed towards parents with the goal of helping them recognize the importance of learning mathematics and science to their children's future. The components of the project will be: For each of the three years of the project, development and distribution of one 60, one 30, and one 10 second television spot; For each of the three years of the project, development and distribution of three 60, three 30, and three 10 second radio spots; Annual development of print ads and marketing materials to be delivered to selected consumer magazines, educator's publications, in-school magazines, newspaper "kid pages," comic book companies, and bus shelter and transit card carriers; Annual development and distribution of 100,000 full-color student brochures to reinforce the concepts outlined in the campaign; Annual development and distribution of 100,000 brochures for parents to engage them in their children's science and mathematics education; Establishment of a toll-free 800 number for students to call to request information. Each caller will be sent both the student and the parent brochure; Development of promotional materials including buttons, games, science experiments, math puzzles, T-shirts, etc.; Annual public relations campaigns including press conferences, media tours, in-school demonstrations, and personal appearances; Annual evaluation of the project including monthly reports of fulfillment of requests received via the 800 number. Development, production, and distribution of the campaign will be the responsibility of a task force consisting of: Ronni Denes, NACME's vice president for communications and public affairs; George Campbell Jr., President of NACME; Lea E. Williams, executive vice President of NACME and formerly served as vice president, educational services, of the United Negro College Fund; Catherine Morrison, director of research; and Ismael Diaz, director of precollege programs. The ad agency for the NACME/Ad Council campaign is Tracy-Locke. Rob Britton, manager of Advertising and Direct Marketing for American Airlines will serve as campaign director.

The Numbers Alive project will model the use of number sense and provide opportunities for its practice through the production of ten half-hour television programs for students, one program for parents and care-givers, and print materials in support of both types of programs. The targeted student audience is fifth and sixth graders. The print materials supplement the televised programs. The series emphasizes number concepts and problem solving strategies in support of the NCTM Standards.
