The Council for Opportunity in Education, in collaboration with TERC, seeks to advance the understanding of social and cultural factors that increase retention of women of color in computing; and implement and evaluate a mentoring and networking intervention for undergraduate women of color based on the project's research findings. Computing is unique because it ranks as one of the STEM fields that are least populated by women of color, and because while representation of women of color is increasing in nearly every other STEM field, it is currently decreasing in computing - even as national job prospects in technology fields increase. The project staff will conduct an extensive study of programs that have successfully served women of color in the computing fields and will conduct formal interviews with 15 professional women of color who have thrived in computing to learn about their educational strategies. Based on those findings, the project staff will develop and assess a small-scale intervention that will be modeled on the practices of mentoring and networking which have been established as effective among women of color who are students of STEM disciplines. By partnering with Broadening Participation in Computing Alliances and local and national organizations dedicated to diversifying computing, project staff will identify both women of color undergraduates to participate in the intervention and professionals who can serve as mentors to the undergraduates in the intervention phase of the project. Assisting the researchers will be a distinguished Advisory Board that provides expertise in broadening the representation of women of color in STEM education. The external evaluator will provide formative and summative assessments of the project's case study data and narratives data using methods of study analysis and narrative inquiry and will lead the formative and summative evaluation of the intervention using a mixed methods approach. The intervention evaluation will focus on three variables: 1) students' attitudes toward computer science, 2) their persistence in computer science and 3) their participant attitudes toward, and experiences in, the intervention.

This project extends the PIs' previous NSF-funded work on factors that impact the success of women of color in STEM. The project will contribute an improved understanding of the complex challenges that women of color encounter in computing. It will also illuminate individual and programmatic strategies that enable them to participate more fully and in greater numbers. The ultimate broader impact of the project should be a proven, scalable model for reversing the downward trend in the rates at which women of color earn bachelor's degrees in computer science.

The NSF INCLUDES program supports models, networks, partnerships and research to ensure the broadening participation in STEM of women, members of racial and ethnic groups that have been historically underrepresented, persons of low socio-economic status, and people with disabilities.

The Algebra Project, in partnership with the Young People's Project, will convene a conference on inclusion in science, technology, engineering and mathematics(STEM) higher education in support of the National Science Foundation's Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES) initiative. The conference will examine a critical question: What roles and structures are needed for a mini-backbone organization in order to scale a "bottom up" model of social change into an organized, full scale collective impact model? Additionally, the conference will develop participants' capacity to link action on the various design challenges, and backbone structures, to future actions that meet the needs of a potential Alliance on this Broadening Participation Challenge and others facing similar challenges.

Five pre-conference design teams will focus on key components to improve education of students from underrepresented and disadvantaged populations over a four-month period prior to the convening of the stakeholders in St. Louis, Missouri in 2017.

Designing Our World (DOW) was a four-year NSF-funded initiative in which the Oregon Museum of Science and Industry (OMSI) sought to promote girls’ pursuit of engineering careers through community-based programming, exhibition development, and identity research. MobiLLab is a mobile science education program designed to awaken young people’s interest in science and technology (S&T). Perceived novelty, or unfamiliarity, has been shown to affect pupils’ educational outcomes at similar out-of-school learning places (OSLePs) such as museums and science centers. A study involved 215 mobiLLab pupils who responded to three surveys: a pre-preparation, at-visit, and post-visit survey. Results provide evidence for four dimensions of pupils’ at-visit novelty: curiosity, exploratory behavior, oriented feeling, and cognitive load. Findings also show that classroom

EvaluATE is a national resource center dedicated to supporting and improving the evaluation practices of approximately 250 ATE grantees across the country. EvaluATE conducts webinars and workshops, publishes a quarterly newsletter, maintains a website with a digital resource library, develops materials to guide evaluation work, and conducts an annual survey of ATE grantees. EvaluATE's mission is to promote the goals of the ATE program by partnering with projects and centers to strengthen the program's evaluation knowledge base, expand the use of exemplary evaluation practices, and support the continuous improvement of technician education throughout the nation. EvaluATE's goals associated with this proposal are to: (1) Ensure that all ATE Principal Investigators and evaluators know the essential elements of a credible and useful evaluation; (2) Maintain a comprehensive collection of online resources for ATE evaluation; (3) Strengthen and expand the network of ATE evaluation stakeholders; and (4) Gather, synthesize, and disseminate data about the ATE program activities to advance knowledge about ATE/technician education. The Center plans to produce a comprehensive set of evaluation resources to complement other services, engaging several community college-based Principal Investigators and evaluators in that process.

EvaluATE's products are informed by current research on evaluation, the National Science Foundation's priorities for the evaluation of ATE grants, and the needs of ATE PIs and evaluators for sound guidance that is immediately relevant and usable in their contexts. The fundamental nature of EvaluATE's work is geared toward supporting ATE grantees to use evaluation regularly to improve their work and demonstrate their impacts. All of EvaluATE's products are available to the public. EvaluATE's findings from the annual survey of ATE grantees aid in advancing understanding of the status of technician education and illuminate areas for additional research. The new survey investigates ATE grantees' work to serve underrepresented and special populations, including women, people of color, and veterans. Survey data are available upon request for research and evaluation purposes.

Science, Technology, Engineering, and Mathematics (STEM) education and workforce development in the US are critical for global competitiveness and national security. However, the U.S. is facing a decrease in entrants to the STEM workforce which is not shared evenly across demographics. Specifically, women, underrepresented minorities, and people with disabilities obtain STEM degrees and enter the STEM workforce at levels significantly below their demographic representation in the U.S. The National Science Foundation's (NSF) Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES) program supports models, networks, partnerships and research to ensure the broadening participation in STEM of women, members of racial and ethnic groups that have been historically underrepresented, persons of low socio-economic status, and people with disabilities. This conference focuses on collective impact as a strategy to address the broadening participation challenge. Collective impact is distinguished from collaboration in that the alliances require a backbone organization to succeed. The goal of this project is to organize a conference to inform backbone organizations toward broadening participation in STEM education and the workforce.

The conference takes place at the University of California, San Diego January 20-22, 2017 and brings together Project Investigators from the Design and Development pilots, along with stakeholders in broadening participation in STEM on a local, regional, and national scale. The overarching goal of the conference is to develop the knowledge base of participants in the application of the collective impact model, and the role of backbone organizations to address specific issues and transition points of the STEM pipeline. Conference participants include K-12, community college, and university representatives; leaders in graduate education, policy makers and private sector employers. The conference includes plenary sessions, flash presentations, and interactive workgroups engaged in the development of collective impact approaches to problems in Broadening Participation in STEM. Workgroups share their insights, and audience feedback is electronically curated via Twitter and Storify. To respond in real time to participant questions or insights this conference uses the innovative platform, IdeaWave, to solicit, sort and value ideas from the attendees before, during, and after the conference. Conference results are integrated into a final report to inform the NSF INCLUDES Alliances backbone organizations. The intellectual merit of the project is that it advances knowledge about the barriers to broadening participation in STEM education and the workforce, the collective impact model, and the role of the backbone organization to guide the vision and strategy, and support the activities, evaluation, and communication of the NSF INCLUDES Alliances. The broader impact of this project is that it benefits society by informing backbone organizations, which leads to broadening participation of the STEM workforce and ultimately increases U.S. global competitiveness and national security.

This award supports a conference and related activities which will bring together researchers, higher education administrators, industry representatives, members of professional societies, and other community members to design collective impact initiatives to improve the retention and continuation of Hispanics, women, and other underrepresented groups in STEM fields. Retention and continuation to the next step in their educational careers is a particular challenge for underrepresented minorities and first-generation students, whether in community college, four-year institutions, or graduate programs (Ishitani 2006, Sowell et al. 2015). The conference focuses explicitly on this critical issue, and will identify potential remedies that can scale across different types of institutions, communities, and underrepresented groups.

This conference will employ a collective impact, networked improvement approach to help fill this gap and engage the broader community. This approach offers a means of identifying and agreeing upon shared, measurable objectives, mechanisms for coordination across individuals and organizations, a commitment to contrast and comparison, and an ethic of continuous improvement. Drawing from the extant literature and recommendations from a wide array of stakeholders, the team will propose measurable strategies for Alliances and the National INCLUDES (Inclusion across the Nation of Communities of Learners that have been Underrepresented for Diversity in Engineering and Science) Network that can be implemented, tested, enhanced, and expanded. The workshop team will draw on evidence-based knowledge, leveraging findings from disciplinary and interdisciplinary fields and from differing types of institutions and educational levels to determine whether strategies identified can yield large-scale progress towards INCLUDES goals. Results will inform the INCLUDES Alliances and the backbone organization supporting the Alliances.

The National Science Foundation's (NSF)Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES) program supports models, networks, partnerships and research to ensure the broadening participation in STEM of women, members of racial and ethnic groups that have been historically underrepresented, persons of low socio-economic status, and people with disabilities.

The University of Akron will convene a two-day conference to develop a backbone organization to support the preparation and advancement of underrepresented minorities K-12 through careers in the biosciences, a high growth area for engineering (biomechanics, biometrics and biomaterials). This conference draws on the expertise of a wide range of organizations, professional associations, K-20+, community based organizations, industry and museums. The intent is to strengthen the network among participants and leverage learning on how to engage youth in the biosciences.

The results of this first conference will be a white paper that will be disseminated to several professional societies that outlines a backbone infrastructure for addressing both short-term and longer-term aspects of an NSF INCLUDES alliance centered on bioengineering, biomechanics, biomedical engineering and biomaterials.

This award supports a conference entitled "Accelerating Data-Driven Collaboration for Large-Scale Progress" which will support the progress of INCLUDES (Inclusion across the Nation of Communities of Learners that have been Underrepresented for Diversity in Engineering and Science) Launch Pilots toward their broadening participation goals. The issues and challenges affecting the persistence of students of color, students from low-income households, females, and students with disabilities in STEM learning surpass the scope of programs designed to promote awareness of STEM career options. The Launch Pilots will need technical assistance to leverage their strategic plans, become poised for the next level of becoming an Alliance, and ultimately show impact that results in large-scale progress.

The conference will support the Launch Pilots in their broadening participation goals by providing opportunities to (1) develop innovative new ways to gather data and make evidence-based decisions, (2) connect with best practices on the frontiers of data-driven collaboration, and (3) apply new knowledge and innovations to their projects that address societal needs. The overarching design of Data-Driven Collaboration is to facilitate the sharing of ideas, struggles, and promising practices in a collaborative and participatory manner. This will occur by fostering a network improvement community (within and across Launch Pilots), engaging participants in systems thinking and problem-solving through collaborative modeling, and a 2.5-day Public Support and Engagement Lab conference. Launch Pilots who engage support from Data-Driven Collaboration will have a variety of technical assistance services available between November 2016 and April 2017.

This project formed a partnership between a research team with experience in computer science (CS) education and learning sciences research and a newly fashioned practitioner team focused on building a grassroots, informal, volunteer group created to help women help themselves and others learn to write computer code. This research-practitioner partnership had a two-pronged focus, first on improving the program offered to learners through making adjustments based on research findings, and second on investigating the phenomenon of how women in the workforce informally learn CS skills that enable them to rewrite their career paths to contribute to what we know from research. The context of the study was situated in the virtual community that has formed around the phenomenally successful Salesforce Customer Relationship Management software platform.

This Exploratory Pathways project aimed to fill a gap in the research; we know little about the phenomenon of adult women in the workforce who are patching together resources to learn CS skills with a goal of job enhancement or job change. This project took an ethnographic approach to studying the informal learning (both through online, written resources and through sharing of knowledge with others) of the women involved in a 10-week, virtual Women’s Coaching and Learning group. The organization of this group consisted of learners—novice coders in the Apex language that is used on the Salesforce software platform, of coaches—more knowledgeable coders, and of a steering committee that ran the group and created the informal curriculum followed in the 10-week course.

Our overarching research question in this study was: In what ways are informal CS learning opportunities being used and created by adult women, what are their experiences with those opportunities, and how does this suggest ways to enhance those opportunities in the future to increase effectiveness in broadening access to and engagement in informal CS learning experiences for women?

We broke the question down into a number of sub questions, including:


Sociocultural context: What past gendered interactions do women report that discouraged (or encouraged) them from learning to code? What do interactions look like in female-only coaching and learning groups? In what ways does a coaching and learning group support persistence? What social barriers and supports outside the group affect persistence?
Personal context: What are the characteristics and backgrounds of female administrators who seek out resources to teach themselves to code? What are the motivations for these women to teach themselves to code? What motivates them to seek out and join all-women coding groups?
Physical context: How are women learning to code both through written resources and in virtual, informal coaching and learning classes? What are the conceptual barriers and supports that they encounter, and what works for women in these classes to overcome barriers? What conceptual barriers and supports affect persistence?
Persistence and identity: In what ways does participating in a learning group with female coaching motivate (or not) women to persist in learning to code? How do their goals or reasons for learning to code change through their participation? How does their identity as a “coder” change or shift as they participate?


Our findings for these subquestions are summarized in the “project products” linked to below.

As part of its overall strategy to enhance learning in informal environments, the Advancing Informal STEM Learning (AISL) program funds innovative resources for use in a variety of settings. This Research in Service to Practice project will examine how a wide range of pre-college out-of-school-time activities facilitate or hinder females' participation in STEM fields in terms of interest, identity, and career choices. The study will address the ongoing problem that, despite females' persistence to degree once declaring a major in college, initially fewer females than males choose a STEM career path. To uncover what these factors might be, this study will look at the extent to which college freshmen's pre-college involvement in informal activities (e.g., science clubs, internships, shadowing of STEM professionals, museum-going, engineering competitions, citizen science pursuits, summer camps, and hobbies) is associated with their career aspirations and avocational STEM interests and pursuits. While deep-seated factors, originating in culture and gender socialization, sometimes lower females' interest in STEM throughout schooling, this study will examine the degree to which out-of-school-time involvement ameliorates the subtle messages females encounter about women and science that can interfere with their aspiration to a STEM careers.

The Social Cognitive Career Theory will serve as the theoretical framework to connect the development of interest in STEM with students' later career choices. An epidemiological approach will be used to test a wide range of hypotheses garnered from a review of relevant literature, face-to-face or telephone interviews with stakeholders, and retrospective online surveys of students. These hypotheses, as well as questions about the students' demographic background and in-school experiences, will be incorporated into the main empirical instrument, which will be a comprehensive paper-and-pencil survey to be administered in classes, such as English Composition, that are compulsory for both students with STEM interests and those without by 6500 students entering 40 large and small institutions of higher learning. Data analysis will proceed from descriptive statistics, such as contingency tables and correlation matrices, to multiple regression and hierarchical modeling that will link out-of-school-time experiences to STEM interest, identity, and career aspirations. Factor analysis will be used to combine individual out-of-school activities into indices. Propensity score weighting will be used to estimate causal effects in cases where out-of-school-time activities may be confounded with other factors. The expected products will be scholarly publications and presentations. Results will be disseminated to out-of-school-time providers and stakeholders, educators, and educational researchers through appropriate-level journals and national meetings and conferences. In addition, the Public Affairs and Information Office of the Harvard-Smithsonian Center for Astrophysics will assist with communicating results through mainstream media. Press releases will be available through academic outlets and Op-Ed pieces for newspapers. The expected outcome will be research-based evidence about which types of out-of-school STEM experiences may be effective in increasing young females' STEM interests. This information will be crucial to educators, service providers, as well as policy makers who work toward broadening the participation of females in STEM.

Currently, many young people - especially girls and youth of color - lose confidence and interest in science, technology, engineering and math (STEM) pathways due to a perceived disconnect between their own identity and STEM fields. To address this challenge, Twin Cities PBS (TPT) is implementing SciGirls CONNECT2. This three-year Research in Service to Practice award examines how gender equitable and culturally responsive teaching strategies influence middle school girls' confidence, interest and motivation around STEM studies, and their choices around STEM careers. A set of research-based strategies, called the SciGirls Seven, are currently employed in SciGirls, an NSF-funded informal STEM educational outreach program serving 125+ educational partner organizations nationwide. The goal is to update and enrich the SciGirls Seven, providing educators with a critical, current, and more effective resource to motivate girls in STEM studies and careers. It is funded by the Advancing Informal STEM Learning (AISL) program, which seeks to advance new approaches to, and evidence-based understanding of, the design and development of STEM learning in informal environments.

Florida State University will conduct a formal research study investigating the hypothesis that STEM programs that use gender equitable and culturally responsive strategies contribute to girls' positive STEM identity development, including their sense of self-efficacy, persistence and aspirations around future STEM careers. This research will include a literature review and a study of girls' STEM identity creation. The mixed methods study will include quantitative and qualitative data collection and analysis measuring changes in students' STEM identity and teachers' confidence in STEM teaching. The quantitative data will come from the student, parent and teacher pre/post surveys. The qualitative research will be conducted via case studies at four sites and the qualitative data will include observations, focus groups and interviews. Girls at all partner sites will create videos that will allow the research team to gather additional insight. The independent firm Knight Williams, Inc. will conduct the project's external evaluation.

The project will work with a subset of 16 current SciGirls partners. These geographically diverse partners will reach youth in all-girls and co-ed informal STEM education programs in a variety of settings. More than half serve Hispanic or other minority populations. The updated strategies will be disseminated to the 2,500 educators within the SciGirls partner network and the 18,800 STEM education organizations of the National Girls Collaborative Project (NGCP) network. Dissemination of the strategies and literature review will focus on the informal STEM education field through publications and presentations, posts at PBS LearningMedia, a free online space reaching 1.5 million teachers and educators.
