Hanohano o Oahu: The Geology and Moolelo of Kona to Ewa project will provide learning opportunities for 500 fourth grade students and their teachers from ten public schools located in central and leeward Oahu, Hawaii. A geology unit will be developed that includes a 90-minute class presentation, hands-on classroom activities, a Discovery Box to extend learning opportunities, and a full-day (5-hour) field trip experience. The multi-stop bus tour will be centered on the moku (district) of Kona and Ewa and highlight significant Oahu cultural sites, their moolelo (stories, history) and geology. A culture-based student activity booklet, hands-on activities, and other education materials will also be developed for the unit. The project will target rural communities with underserved families, large Hawaiian homestead neighborhoods, and little access to museum services. Participation in the programming will provide students and teachers with a better understanding of the connection between scientific information and Hawaiian knowledge.

This case study of the development of a cross-cultural museum exhibition illustrates value and difficulties of cross-cultural collaboration. University researchers worked with a class of postgraduate science communication students and designers from the Otago Museum to produce a museum exhibition. ‘Wai ora, Mauri ora’ (‘Healthy environments, Healthy people’) provided visibility and public access to information about Māori work. Underrepresented minorities (URMs) represent 33% of the US college age population and this will continue to increase (1). In contrast, only 26% of college students are URMs. In the area of Science Technology, Engineering and Mathematics (STEM), only 15% of college students completing a STEM major are URMs (2). While there have been gains in the percent of Hispanic and Black/African Americans pursuing college degrees, the number of Native American college students remains alarmingly low. In 2013, Native Americans represented only 1% of entering college students and less than 50% finished their degree. Moreover, 1% of students pursuing advanced degrees in STEM-related fields are Native American/Alaska Native. With regards to high school graduation rates, the percent of Native American/Alaska Native students completing high school has decreased with only 51% of students completing high school in 2010 compared to 62 % and 68% for Black and Latino students respectively. While identifying ways to retain students from all underrepresented groups is important, developing programs targeting Native American students is crucial. In collaboration with the Hopi community, a three-week summer course for Native American high school students at Harvard was initiated in 2001. Within three years, the program expanded to include three additional Native American communities. 225 students participated in the program over a 10-year period; and 98% of those responding to the evaluation completed high school or obtained a GED and 98% entered two or four year colleges including 6 students who entered Harvard. This program was reinitiated in 2015 and we plan to build on the existing structure and content of this successful program. Specifically, in collaboration with two Native American communities, the goal of the program is 1) to increase participants’ knowledge of STEM disciplines and their relevance to issues in participants’ communities via a three week case-based summer course for Native American high school students; 2) to help enhance secondary school STEM education in Native American communities by providing opportunities for curriculum development and classroom enhancement for secondary school teachers in the participating Native American communities; and 3) to familiarize students with the college experience and application process and enhance their readiness for college through workshops, college courses and internships. Through these activities we hope to 1) increase the number of Native American students completing high school; 2) increase the number of Native American students applying and being accepted to college; 3) increase the number of Native American students pursuing STEM degrees and careers; 4) increase the perception among Native American students that attending and Ivy plus institution is attainable; 5) increase the feeling of empowerment that they can help their community by pursuing advanced degrees in STEM.

PUBLIC HEALTH RELEVANCE:
This proposal supports a summer program for high school students and teachers from Native American communities. The program goals are to encourage students to complete high school and prepare them for college and to also consider degrees in science, technology, engineering, and math.

Science in the Learning Gardens (henceforth, SciLG) program was designed to address two well-documented, inter-related educational problems: under-representation in science of students from racial and ethnic minority groups and inadequacies of curriculum and pedagogy to address their cultural and motivational needs. Funded by the National Science Foundation, SciLG is a partnership between Portland Public Schools and Portland State University. The University of Guam (UOG) NSF INCLUDES Launch Pilot project, GROWING STEM, addresses the grand challenge of increasing Native Pacific Islander representation in the nation's STEM enterprise, particularly in environmental sciences. The project addresses culturally-relevant and place-based research as the framework to attract, engage, and retain Native Pacific Islander students in STEM disciplines. The full science, technology, engineering and mathematics (STEM) pathway will be addressed from K-12 to graduate studies with partnerships that include the Guam Department of Education, Humatak Community Foundation, Pacific Post-Secondary Education Council, the Guam Science and Discovery Society, the Society for the Advancement of Chicanos/Hispanics and Native Americans in Science (SACNAS) and the University of Alaska-Fairbaanks. As the project progresses, the project anticipates further partnerships with the current NSF INCLUDES Launch Pilot project at the University of the Virgin Islands.

Pilot activities include summer internships for high school students, undergraduate and graduate research opportunities through UOG's Plant Nursery and the Humatak Community Foundation Heritage House. STEM professional development activities will be offered through conference participation and student research presentations in venues such as the Guam Science and Discovery Society's Guam Island-wide Science Fair and SACNAS. Faculty will be recruited to develop a mentoring protocol for the project participants. Community outreach and extension services will expand public understanding in environmental sciences from the GROW STEM project. Project metrics will include monitoring the diversity of partners, increases in community engagement, Native Pacific Islander participation in STEM activities, the number of students who desire to attain terminal STEM degrees and the number of community members reached by pilot STEM extension and outreach activities. Dissemination of the GROWING STEM pilot project results will occur through the NSF INCLUDES National Network, partner annual conferences, and local, regional and national STEM conferences.

This project is a Design and Development Launch Pilot (DDLP) of the NSF INCLUDES program. The goal of the project is to enhance the knowledge and applicability of science, technology, engineering, and mathematics (STEM) for a broad cross-section of people living in the U.S,-Affiliated Pacific Islands. The focus will be on water resources, which is an extremely important topic for this region and equally relevant nationally. The project will engage local community groups and schools in water monitoring, sampling, and analysis, in order to promote the benefits of science education and careers among a population that is underrepresented in these areas. Moreover, the project will improve the capabilities of the island residents for making decisions about sustainable use and protection of these scarce resources. A functioning network will be established among the islands that will have a positive impact on the health and well-being of the residents.

This project will use water as a highly relevant topic in order to involve a wide range of individuals in both general STEM learning and the basic scientific principles as applied to water resources. Specific aspects include engaging K-12, higher education, informal educators and community members to manage water resources in a sustainable fashion that will reduce disaster risk. In addition, the project will empower local communities through water literacy to make better informed, evidence-based decisions that balance the needs of diverse stakeholder groups. The overarching goal is to further advance the inclusion of underrepresented learners in STEM fields. Benefits to society will accrue by: increasing STEM learning opportunities for ~6,500 students from underserved and underrepresented Indigenous Pacific Islanders that will enhance their eligibility for STEM careers; building community resiliency through a collective impact network to resolve emerging water crises; and fostering collaboration among different constituencies in remote communities to make better-informed decisions that reflect the needs and constraints of diverse interests.

This INCLUDES award to the Quality Education for Minorities (QEM) Network will focus on building STEM research and teaching capacity of Historically Black Colleges and Universities (HBCUs) and Tribal Colleges and Universities (TCUs). HBCUs and TCUs share the impact of disparities that affect their communities and are constantly seeking STEM research and education solutions to engage students and prepare them to be fully involved in developing innovative and effective remedies that will address these disparities. The QEM Design & Development Launch Pilot (DDLP) Project is a collaboration that will provide an underpinning for broadening the participation of institutions involved in improving the enrollment and retention of minority students in science, technology, engineering, and mathematics (STEM). To be competitive in a future global economy, the Nation must make a larger investment in the STEM education of its underrepresented groups, including, males and persons with disabilities. Failure to make such an investment can weaken our STEM infrastructure and inhibit the continuity of the Nation as a world leader in STEM.

The project's initial partners consist of five HBCUs (Morehouse College, Morgan State University, Spelman College, Tuskegee University, and University of Maryland Eastern Shore) and two TCUs (Aaniiih Nakoda College and United Tribes Technical College) with the aim of expanding to 12 institutions as well as adding business/industry partners and STEM-focused professional societies. The goals of the DDLP project are to: (1) build and sustain an alliance to increase the participation of African Americans and Native Americans in STEM education, research, and the workforce; (2) strengthen the STEM research, instructional, and mentoring capacities of partner HBCUs and TCUs; and (3) develop and promote broadening participation (BP) practices to address academic and professional career needs of African American and Native American males to significantly increase their representation in STEM. The QEM DDLP will implement evidence-based and data-driven approaches to developing research, education, and mentoring activities that can be tailored to institutional needs and context. The resulting outcome will be an increase in the capacities of HBCUs and TCUs in STEM that will position these institutions for sustained contributions to national broadening participation initiatives.

Abstract: We aim to disrupt the multigenerational cycle of poverty in our rural indigenous (18% Native American and 82% Hispanic) community by training our successful college students to serve as role models in our schools. Poverty has led to low educational aspirations and expectations that plague our entire community. As such, its disruption requires a collective effort from our entire community. Our Collective unites two local public colleges, 3 school systems, 2 libraries, 1 museum, 1 national laboratory and four local organizations devoted to youth development. Together we will focus on raising aspirations and expectations in STEM (Science, Technology, Engineering and Mathematics) topics, for STEM deficiencies among 9th graders place them at risk of dropping out while STEM deficiencies among 11th and 12th graders preclude them from pursuing STEM majors in college and therefore from pursuing well paid STEM careers. We will accomplish this by training, placing, supporting, and assessing the impact of, an indigenous STEM mentor corps of successful undergraduate role models. By changing STEM aspirations and expectations while heightening their own sense of self-efficacy, we expect this corps to replenish itself and so permanently increase the flow of the state's indigenous populations into STEM majors and careers in line with NSF's mission to promote the progress of science while advancing the national health, prosperity and welfare.

Our broader goal is to focus the talents and energies of a diverse collective of community stakeholders on the empowerment of its local college population to address and solve a STEM disparity that bears directly on the community's well-being in a fashion that is generalizable to other marginalized communities. The scope of our project is defined by six tightly coupled new programs: three bringing indigenous STEM mentors to students, one training mentors, one training mentees to value and grow their network of mentors, and one training teachers to partner with us in STEM. The intellectual merit of our project lies not only in its assertion that authentic STEM mentors will exert an outsize influence in their communities while increasing their own sense of self-efficacy, but in the creation and careful application of instruments that assess the factors that determine teens' attitudes, career interests, and behaviors toward a STEM future; and mentors' sense of self development and progress through STEM programs. More precisely, evaluation of the programs has the potential to clarify two important questions about the role of college-age mentors in schools: (1) To what degree is the protege's academic performance and perceived scholastic competence mediated by the mentor's impact on (a) the quality of the protege's parental relationship and (b) the social capital of the allied classroom teacher; (2) To what degree does the quality of the student mentor's relationships with faculty and peers mediate the impact of her serving as mentor on her self-efficacy, academic performance, and leadership skills?

Northern Michigan University's Center for Native American Studies and the Office of Diversity and Inclusion will lead this Design and Development Launch Pilot about culturally inclusive K-16 STEM education for American Indian and Native Alaskan (AIAN) students. This project was created in response to the NSF Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES) program solicitation (NSF 16-544). The INCLUDES program is a comprehensive national initiative designed to enhance U.S. leadership in science, technology, engineering and mathematics (STEM) discoveries and innovations focused on NSF's commitment to diversity, inclusion, and broadening participation in these fields. The INCLUDES Design and Development Launch Pilots represent bold, innovative ways for solving a broadening participation challenge in STEM.

The full participation of all of America's STEM talent is critical to the advancement of science and engineering for national security, health and prosperity. Our nation is advancing knowledge and practices to address the undergraduate STEM achievement and the graduation gap between NAAIs and non-native Americans. This project, the NSF INCLUDES: Indigenous Women Working Within the Sciences (IWWS), has the potential to advance knowledge, instructional pedagogy and practices to improve the performance of NAAI high school students and undergraduate students in STEM.

This project team will work to: (1) pilot activities and coursework to train K-16 STEM educators about American Indian inclusive methods and materials, (2) to provide AIAN high school students with STEM college preparatory experience using inclusive STEM practices, and (3) to provide a cohort of female AIAN high school students additional university experiences and mentors as these students transition to postsecondary education. Activities include a five-day summer educators institute for 40 K-16 STEM educators, an additional weekend workshop for 20 K-16 STEM educators, a summer STEM academy for 96 AIAN high school students, a STEM weekend workshop for female AIAN high school students, and a mentoring program for AIAN high school students.

Jobs are growing most rapidly in areas that require STEM knowledge, causing business leaders to seek skilled American workers now and in the near future. Increase in the number of students pursuing engineering degrees is taking place but the percentages of underrepresented students in the engineering pipeline remains low. To address the challenge of increasing the participation of underrepresented groups in engineering, the National Society of Black Engineers, the American Indian Science and Engineering Society, the Society of Hispanic Professional Engineers, and the Society of Women Engineers have formed the 50K Coalition, a collaborative of over 40 organizations committed to increasing the number of bachelors degrees awarded to women and minorities from 30,000 annually to 50,000 by 2025, a 66% increase. The 50K Coalition is using the Collective Impact framework to develop an evidence-based approach that drives management decision-making, improvements, sharing of information, and collective action to achieve success. The first convening of the 50K Coalition in April, 2016, brought together 83 leaders of the engineering community representing 13 professional societies with over 700,000 members, deans of engineering, minority engineering and women in engineering administrators from 11 leading colleges of engineering, and corporate partners representing six global industries. Consensus was reached on the following Common Agenda items: 1.) Undergraduate support and retention; 2.) Public awareness and marketing; 3.) K-12 support; 4.) Community College linkages; 5.) Culture and climate. The Coalition will encourage member organizations to develop new programs and scale existing programs to reach the goal.

The Coalition will use shared metrics to track progress: AP® Calculus completion and high school graduation rates; undergraduate freshmen retention rates; community college transfer rates and number of engineering degrees awarded. The 50K Coalition will develop the other elements of the Collective Impact framework: Infrastructure and effective decision-making processes that will become the backbone organization with a focus on data management, communications and dissemination; a system of continuous communication including Basecamp, website, the annual Engineering Scorecard, WebEx hosted meetings and convenings; and mutually reinforcing activities such as programs, courses, seminars, webinars, workshops, promotional campaigns, policy initiatives, and institutional capacity building efforts. The National Academy of Sciences study, Expanding Underrepresented Minority Participation: America's Science and Technology Talent at the Crossroads recommended that professional associations make recruitment and retention of underrepresented groups an organizational goal and implement programs designed to reach that goal by working with their membership, academic institutions and funding agencies on new initiatives. While these types of organizations work together now in a variety of ways, the relationships are one-on-one. The 50K Coalition brings together, for the first time professional societies, engineering schools, and industry to consider what mutually reinforcing activities can most effectively encourage students from underrepresented groups to complete calculus and graduate from 4-year engineering programs.

The LEVERAGE design & development launch pilot, led by an alliance of the seven largest national diversity-serving engineering professional organizations, will design, develop and test strategies that will inform how best to strengthen engineering education to increase the number of historically underrepresented faculty in engineering. This pilot will support the alliance's longer-term objective to construct a fully integrated system for faculty transition stages to double the number of historically underrepresented engineering faculty by 2025. This diversification will promote the progress of science by increasing innovation and creativity among engineering faculty and will significantly increase the likelihood that all engineering students will have the opportunity to take classes from diverse engineering faculty members. Addressing the dearth of diverse engineering faculty in higher education is particularly important for the success of historically underrepresented engineering students - the prospective source of future faculty. The project will create resources and programs which provide full circles of support for the retention, productivity and success of early-career faculty. The alliance members currently offer professional development for early-career engineering faculty workshops at their respective annual conferences. This project will extend these workshops to offer year round programming at multiple personnel levels, thereby increasing the impact and offering early career faculty resources to support their success in academic careers.

The broadening participation challenge addressed by this design & development launch pilot is the severe shortage of historically underrepresented racial/ethnic faculty members in engineering. This project contributes to broadening participation in the nation's scientific workforce by strengthening and diversifying the engineering professorate that can create a more inclusive engineering education experience. The goals of the project are to design, develop, and test strategies that can then be brought to scale to double the number of underrepresented minorities holding engineering faculty positions by 2025 - from 1,683 diverse faculty in 2014 to 3,366 in 2025. These strategies include the creation of full circles of support for early-career faculty - fostering greater productivity and success in navigating the tenure and promotion pathways. The full circles of support will include a variety of professional development methods including webinars, virtual learning groups, mentoring, self-paced virtual learning, virtual brown-bag lunches, and networking opportunities. This pilot leverages the existing NSF ASSIST collaboration between the seven largest national diversity-serving engineering professional organizations to extend the American Indian Science and Engineering Society's (AISES') Lighting the Pathway to Faculty Careers for Natives in STEM model.
