Consideration of the needs of individuals with a wide range of disabilities is not always considered in the early design stages of an informal STEM learning (ISL) activity or program. The primary access approach for people with disabilities becomes the provision of accommodations once the ISL product or environment is created. In contrast, the Universal Design approach considers users with a wide range of characteristics throughout the design process and works to create products and environments that are accessible, usable, and inclusive. This project, called AccessISL, led by the University of Washington's DO-IT (Disabilities, Opportunities, Internetworking and Technology) Center and Museology Program, includes an academic museology program and local ISL sites, representing museums, zoos, aquariums, makerspaces, science centers, and other sites of informal STEM learning. Insights will be gained through the engagement of people with disabilities, museology graduate students and faculty, and ISL practitioners. The AccessISL project model, composed of a set of approaches and interventions, builds on existing research and theory in the fields of education science, change management, effective ISL practices, and inclusive design processes. The project will collect evidence of policies and practices (or lack thereof) that improve the inclusiveness of ISL with respect to a wide range of disabilities and considers approaches for the design and development of new strategies; explores what stakeholders need to make change happen; uncovers challenges to the adoption of inclusive practices in public ISL settings and explores ways to overcome them; and proposes relevant content that might be included in museology curriculum. This project is funded by the Advancing Informal STEM Learning (AISL) program, which seeks to advance new approaches to, and evidence-based understanding of, the design and development of STEM learning in informal environments. This includes providing multiple pathways for broadening access to and engagement in STEM learning experiences, advancing innovative research on and assessment of STEM learning in informal environments, and developing understandings of deeper learning by participants.

This project addresses the following two objectives:


For ISL personnel and museology faculty: to increase knowledge, skills, and actions to make ISL programs, facilities, courses, and resources more welcoming and accessible to participants with disabilities and embed relevant practices within their work.
For postsecondary STEM students with disabilities and museology students: to increase knowledge and skills in advocating for ISL offerings that are welcoming and accessible to everyone, including those with a wide variety of disabilities, and to encourage individuals with disabilities to pursue careers in ISL.


The project employs a student-centered approach and a set of practices that embrace the social model of disability, social justice education, disability as a diversity issue, intersectionality, and Universal Design. A leadership team of interns--each member a STEM student with a disability or a museology graduate student--along with project staff will engage with the University of Washington's Museology Program to identify and implement strategies for making ISL activities and courses more welcoming and accessible to individuals with disabilities. An online community of practice will be developed from project partners and others nationwide. A one-day capacity building institute will be held to include presentations, student/personnel panels for sharing project and related experiences, and group discussions to explore issues and further identify systemic changes to make ISL programs more welcoming and accessible to individuals with disabilities. As prototypes of the AccessISL Model are developed, evaluation activities will primarily be formative (looking for strengths and weaknesses) and remedial (identifying/implementing changes that could be made to improve the model). The model will continue to be fine-tuned through formative evaluation. Evaluation of the model components will focus on the experience of a range of stakeholders in the project. Specifically, quantitative data collected will include levels and quality of engagement, accessibility recommendations and products developed, and delivery of ISL services. Qualitative data will be collected through observations, surveys, focus groups, interviews, and case studies.

AccessISL project products will include proceedings of an end-of-project capacity building institute, promising practices, case studies, a video, and other online resources to help ISL practitioners and museology faculty that will result in making future ISL opportunities more inclusive of people with disabilities. AccessISL will advance knowledge and ensure long-term impact using multiple strategies:


broadening the STEM participation of people with disabilities as well as women, racial/ethnic minorities, and other underrepresented groups through the application of universal design
strengthening associations and creating synergy and durable relationships among stakeholders,
encouraging teaching about disability, accessibility, and universal design in museology courses,
empowering students with disabilities and current and future ISL practitioners to advocate for accessible ISL and develops an infrastructure to promote accessible ISL programs nationwide, and
contributing to the body of promising practices with products that will (a) enhance understanding of issues related to the inclusion of people with disabilities in ISL programs and (b) promote inclusive practices.


Outcomes will benefit society by making STEM opportunities available to more people and enhancing STEM fields with the talents and perspectives of people with disabilities.

This project is funded by the National Science Foundation's (NSF's) Advancing Informal STEM Learning (AISL) program, which supports innovative research, approaches, and resources for use in a variety of learning settings.

Diversity among scientists can foster better science, yet engaging and retaining a diversity of students and researchers in science has been difficult. Actions that promote diversity are well defined, organizations are increasingly focused on diversity, and many institutions are developing initiatives to recruit and enroll students from underrepresented minority (URM) groups (racial, ethnic, gender, sexual identity, or persons with disabilities). Yet representation of URM groups in science, technology, engineering, and math (STEM) fields lag behind demographics in society at large, and many

Physical science and engineering remain the least diverse of all STEM fields---with regard to women, underrepresented minorities, and persons with disabilities---across all levels of STEM education and training. SCI-STEPS is an NSF INCLUDES Design and Development Launch Pilot that will address this persistent challenge by developing a complete end-to-end pipeline (or system of pathways) from the beginning of college to the PhD, and then into the workforce. Many isolated efforts to broaden participation have shown promise, but they have not produced big enough impact. SCI-STEPS represents a concerted set of coordinated interventions---consciously facilitated, systemically linked, and purposefully disseminated. SCI-STEPS represents a broad regional network among major research universities, Historically Black Colleges and Universities, comprehensive universities, community colleges, national labs, and major scientific organizations. The goal of the network is to ensure that underrepresented individuals in the physical sciences and engineering can get from their starting point in STEM higher education---freshmen at 2-year or 4-year college---through the higher education pathways leading to an appropriate terminal degree and employment in the STEM workforce.

Women, underrepresented minorities, and persons with disabilities collectively represent the majority of college-age individuals entering higher education with an expressed interest in physical science and engineering. A growing body of research indicates that academic and social integration may be even more influential than academic abilities for retention of students. Thus, interventions aimed at stemming the losses of these individuals must ultimately be aimed at changing the system---including unwelcoming institutional climates, racial/ethnic/gender stereotyping, a lack of mentors with whom to identify, and evaluation methods that emphasize conformity over individual capabilities---rather than changing the individual. The SCI-STEPS pilot focuses effort on institutional readiness for implementation of best practice interventions at four key junctures: (i) college freshman to sophomore; (ii) undergraduate to graduate; (iii) PhD to postdoc; and (iv) postdoc to workforce.The pilot will proceed in three steps: (1) a planning phase, (2) development of an initial end-to-end pathways model with four Juncture Transition teams, and (3) scale-up of the SCI-STEPS "network of networks" with all initial partners. By addressing these objectives through a collective impact framework and embedded research, this pilot will demonstrate how best-practice interventions at each pathway juncture can be dovetailed and scaled up across a broad range of institutional types and across a large but distinct geographical area. Addressing these objectives will thus also serve to advance Broadening Participation efforts at a national scale, by suggesting the forms of institutional partnerships and best-practices that may inform other alliances in other STEM disciplines and/or different regional areas.

The NSF INCLUDES program supports models, networks, partnerships and research to ensure the broadening participation in STEM of women, members of racial and ethnic groups that have been historically underrepresented, persons of low socio-economic status, and people with disabilities.

The Algebra Project, in partnership with the Young People's Project, will convene a conference on inclusion in science, technology, engineering and mathematics(STEM) higher education in support of the National Science Foundation's Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES) initiative. The conference will examine a critical question: What roles and structures are needed for a mini-backbone organization in order to scale a "bottom up" model of social change into an organized, full scale collective impact model? Additionally, the conference will develop participants' capacity to link action on the various design challenges, and backbone structures, to future actions that meet the needs of a potential Alliance on this Broadening Participation Challenge and others facing similar challenges.

Five pre-conference design teams will focus on key components to improve education of students from underrepresented and disadvantaged populations over a four-month period prior to the convening of the stakeholders in St. Louis, Missouri in 2017.

Auburn University, Alabama State University, Tuskegee University and Vanderbilt University will lead this Design and Development Launch Pilot to form the SouthEast Alliance for Persons with Disabilities in STEM (SEAPD-STEM), eventually creating a network of 21 universities and colleges, as well as additional community colleges and high schools, in the southeastern U.S. and Washington, DC. This project was created in response to the Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES) program solicitation (NSF 16-544). The INCLUDES program is a comprehensive national initiative designed to enhance U.S. leadership in science, technology, engineering and mathematics (STEM) discoveries and innovations focused on NSF's commitment to diversity, inclusion, and broadening participation in these fields. The INCLUDES Design and Development Launch Pilots represent bold, innovative ways for solving a broadening participation challenge in STEM.

The full participation of all of America's STEM talent is critical to the advancement of science and engineering for national security, health and prosperity. Our nation is advancing knowledge and practices to address the STEM education practices for recruiting, better educating, retaining and graduating STEM secondary and postsecondary students with disabilities (SWDs) at our nation's high schools, colleges and universities. However SWDs historically underperform in STEM at the secondary and postsecondary levels. This project, NSF INCLUDES: SEAPD-STEM, has the potential to significantly advance a collaborative approach by a group of organizations to improve the success of SWDs in STEM disciplines.

The project builds on the existing Alabama Alliance for Students with Disabilities in STEM (AASD-STEM), a NSF-funded model, and includes a plan to form a larger regional alliance focused on training STEM SWDs across the academic pathway from high school through postdoctoral training and entry into faculty positions. The collaboration addresses five goals: (1) To increase the quality and quantity of SWDs completing associate, undergraduate, and graduate degrees in STEM disciplines and entering the STEM workforce, (2) To increase the quality and quantity of post-doctoral fellows and junior faculty with disabilities in STEM fields, (3) To improve academic performance of students with disabilities in secondary level science and mathematics courses, (4) To enhance communication and collaboration among post-secondary institutions in addressing the education of SWDs in STEM disciplines, and (5) To assess project activities to understand what works to support the matriculation and retention of STEM SWDs in science followed by broad dissemination through workshops, conference presentations, webinars, and peer-reviewed publications. The team proposes the following project activities in the pilot: (1) Implementing a Bridge Model at 13 partner institutions, including Alabama State University, Auburn University, Auburn University Montgomery, Gallaudet University, Jackson State University, Middle Tennessee State University, Southern Union State Community College, Troy University, Tuskegee University, the University of Alabama Birmingham, the University of Tennessee, the University of West Georgia and Xavier University of Louisiana (2) Implementing SEAPD-STEM training workshops, (3) Implementing NSF INCLUDES Alliances planning workshops in each participating state, at Kennesaw State University, Tougaloo College, the University of Alabama in Hunstville, Vanderbilt University and Xavier University of Louisiana, (4) Gathering enrollment, retention, and graduation baseline data for STEM SWDs by race, ethnicity, and gender at 21 colleges and universities institutions, (5) Identifying high schools and school districts for each of the participating institutions for outreach activities, (6) Adding at least one community college to partner with SEAPD-STEM college or university, (7) Engaging additional partners including national and local labs, non-profits, federal agencies, industry, foundations, and state governments for additional funding and/or internships for participating SEAPD-STEM students. The project team will implement a plan to scale approaches and develop an alliance of institutions to maximize potential project outcomes now and in the future.

Our nation is advancing knowledge and practices to address a STEM achievement and the graduation gap between postsecondary STEM students who are women, URM, PWD, and persons from low socioeconomic backgrounds and males, non-URM, non-PWD, and persons from middle and upper socioeconomic backgrounds. At the same time U.S. universities and colleges struggle to recruit, retain and promote a diverse STEM faculty as role models and academic leaders for historically underrepresented and traditionally underserved students to learn from, to work with and to emulate. Recent NSF reports indicate that URM STEM associate and full professors occupy 8% of the senior faculty positions at all 4-year colleges and universities and about 6% of these positions at the nation's most research-intensive institutions. The APLU INCLUDES: A Collective Impact Approach to Broadening Participation in the STEM Professoriate has the potential to advance a national network of organizations to improve the representation of women, URMs, PWDs and persons from low socioeconomic backgrounds in STEM faculty positions, eventually providing URM STEM role models to STEM undergraduate and graduate students at postsecondary academic institutions across the Nation.

APLU will work closely with multiple organizations to address key objectives, including the American Association for the Advancement of Science, the Center for the Integration of Research, Teaching and Learning, the Collaborative on Academic Careers in Higher Education, the Committee on Institutional Cooperation (recently renamed the Big Ten Academic Alliance), the Council of Graduate Schools, the Florida Education Fund's McKnight Doctoral Fellowship Program, Southern Regional Education Board State Doctoral Scholars Program and the University of California's Office of the President. Together this network plans to connect APLU member institutions and experts to (1) develop and test a set of diagnostic tools and practices for recruiting, hiring, retaining and supporting faculty, to (2) identify a set of institutional activities to increase participation along STEM pathways toward the professoriate, to engage a group of institutions to collectively implement one or more of the activities, and to (3) evaluate the adequacy and coverage current data sources and metrics available to track students from entry into postsecondary education through the professoriate.

The Badges for College Credit project designs and researches: (1) a digital badge system that leads to college credit as the context for investigating how to integrate badges with learning programs; (2) how to assess learning associated with badges; and (3) how badges facilitate learning pathways and contribute to science identity formation. The project is one of the first efforts to develop a system to associate informal science learning with college credit. The project will partner with three regional informal science institutions, the Pacific Science Center, the Future of Flight, and the Seattle of Aquarium, that will facilitate activities for participants that are linked to informal science learning and earning badges. The project uses the iRemix platform, a social learning platform, as a delivery system to direct participants to materials, resources, and activities that support the learning goals of the project. Badges earned within the system can be exported to the Mozilla Open Badges platform. Participants can earn three types of badges, automatic (based on participation), community (based on contributions to building the online community), and skill (based on mastery of science and communication) badges. Using a learning ecologies framework, the project will investigate multiple influences on how and why youth participate in science learning and making decisions. Project research uses a qualitative and quantitative approach, including observations, interviews, case studies, surveys, and learning analytics data, and data analytics. Project evaluation will focus on the nature and function of the collaboration, and on the scale-up aspects of the innovation and expansion, by: (1) analyzing and documenting effective procedures,and optimal contexts for the dissemination of the model and (2) by analyzing the collaboration between informal science organizations and higher education.
